Job Description and Duties

The Executive Director of the Behavioral Health Services Oversight and Accountability Commission is appointed by the Commission and serves at its pleasure. The Executive Director is responsible for overseeing the daily operations and activities of the Commission, ensuring the fulfillment of its statutory mission and objectives as outlined by the Commission. Under the Commission's direction, the Executive Director provides leadership in the development, review, and implementation of policies and strategies to enhance California’s behavioral health system.

Working Conditions

The Commission’s headquarters are in Sacramento. The primary purpose of the Commission is to drive transformational change in the behavioral health system of California through research, evaluation, strategic and innovative decision-making.
The Executive Director, supported by a strong leadership team of Deputy Directors and a Chief Counsel, manages staff and collaborates closely with local, state, and federal governments as well as the public. This team ensures that all Commission operations effectively promote public understanding of behavioral health services, best practices, and policies
The Commission convenes monthly public meetings lasting one to two days at various locations throughout California. The Commission meetings provide an opportunity for the Commission to take public testimony and to make policy decisions. In preparation for each meeting, Commission staff collect and analyze relevant information pertaining to agenda items. They then compile comprehensive written reports, which include well-researched recommendations for Commission action. This thorough process ensures that Commissioners have access to expert insights and data-driven suggestions, facilitating informed decision-making.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Qualified candidates are expected to bring broad leadership and policy experience in addition to a significant background in administrative and organizational management. Possession of a bachelor’s degree and a minimum of 10 years of relevant work experience, including at least three (3) years in a senior managerial role are expected.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
1. Must possess exceptional and diplomatic communication skills that exhibit knowledge and respect.
2. Experience in organizational development and the ability to assess the structural and operational intricacies of the department
3. Experience working in California state government, other state government, federal or local government

5. Strong commitment to and alignment with the mission, vision, and values underlying the California Mental Health Services Oversight and Accountability Commission/California Behavioral Health Commission.
6. Experience with executive-level leadership, management, and problem-solving, especially past success in working on complex issues.
7. Administrative experience with government operations and processes, including legislation, regulations, budgeting, personnel, and equal employment opportunity.
8. Experience establishing, promoting, and maintaining cooperative working relationships with representatives of all levels of government, the public, and special interest groups.
9. Ability to think strategically and creatively, work well under pressure, and meet deadlines.
10. Ability to promote internal and external teamwork and cross-functional collaboration and communication in support of an organization's mission and goals.
11. Experience with public speaking and ability to deliver speeches and presentations on sensitive, technically complex, and controversial subject matters, in front of diverse audiences including the public.
12. A consultative approach to problem solving and the ability to facilitate coalition building.
13. Understanding and knowledge of privacy laws and landscape, including the industry and technical systems.
