About this Role:

 

The Chief, Pharmacy Benefits Division (PBD), Career Executive Assignment Level B, is responsible for overseeing the development and implementation of policy, services, and coverage criteria for outpatient pharmacy services for the state’s Medi-Cal program. This includes providing policy direction for Medi-Cal Rx as well as invoicing and collecting federal and state supplemental drug rebates.

 

In this role, the Chief, PBD, also leads the development of nutrition, vision care, and medical supply benefits and oversees the administration of the Medi-Cal Pharmacy and Vision Benefit programs.

 

The Chief, PBD, consults, makes recommendations to, and collaborates with DHCS Executive Staff, internal partners, and external stakeholders such as federal, state, and county government officials, the state Legislature, and advocacy groups.

 

The Chief, PBD, works under the general direction of the Deputy Director, Health Care Benefits and Eligibility, and is a member of DHCS Executive Staff.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Possession of a valid pharmacist license is strongly desired.
  • Demonstrated experience as a pharmacist.
  • Strong leadership, interpersonal, and problem-solving skills.
  • Demonstrated experience managing a diverse technical and professional workforce.
  • Demonstrated ability to set clear goals and drive team member performance.
  • Demonstrated knowledge of market trends and issues related to public health care pharmacy benefits and services under Medi-Cal and Medicaid, and the effective cost control mechanisms for pharmacy services.
  • Demonstrated knowledge of state and federal laws, rules, and regulations governing Medi-Cal as well as related vision services, medical supplies, claims processing, and contracts.
  • Demonstrated experience with formulary management, utilization management, and quality improvement initiatives.
  • Demonstrated ability to develop and implement policy consistent with applicable laws, rules, and regulations.Demonstrated ability to negotiate with federal and state on issues related to pharmaceutical benefits and drug costs.
  • Demonstrated knowledge of the Medicaid Drug Rebate Program.
  • Demonstrated knowledge of pharmaceutical manufacturers’ role in providing supplemental rebates.
  • Demonstrated ability to collaborate across high levels of government, external organizations, providers, industry associations, and member representatives.
  • Demonstrated ability to lead transformation efforts within and outside the organization, using effective communication and change management strategies.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

  1. Describe your experience working with state and/or federal governmental entities on matters related to pharmacy programs and/or medical supply benefits. Please include examples that demonstrate your experience and ability to manage and coordinate efforts to develop policies and/or processes related to prescription drug coverage and/or the Medicaid Drug Rebate Program to carry out related services to Medicaid members.
  2. Describe your leadership experience that demonstrates your ability to effectively lead, manage, and motivate teams to improve management practices, controls, services, and/or the customer service experience for pharmaceutical manufacturers and/or health care members.
  3. Describe your experience, including specific examples, implementing a significant change initiative in one or more of the following areas: pharmacy, nutrition medical supply, and/or vision benefits, that demonstrates your ability to analyze complex problems, implement effective courses of action, clearly communicate complex issues, and evaluate success.
  4. Describe your knowledge and experience in the health care field (state, federal, and/or commercial) as it relates to the development of pharmacy benefit policy within publicly financed programs. In your response, please include examples that demonstrate your ability to effectively communicate with individuals in the health care field, including how to problem solve and/or engage in conflict resolution. This may include working with and/or managing a pharmacy benefit administrator or manager and/or a managed care organization.

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department and subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203.

This position may be eligible for telework up to five days a week, contingent on operational business needs, and must be a California resident. The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed. Reimbursement for relocation expenses may be available for the selected candidate.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
