Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

Central Coast Water Board has an opening for an Assistant Executive Officer (AEO)/Career Executive Assignment (CEA), Level A. The position location is 895 Aerovista Place, Ste. 101, San Luis Obispo, CA 93401.

Under general direction of the Executive Officer, and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, to follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments.

Plans, organizes, and directs the work of four Sections, including nineteen technical programmatic units and the enforcement program, and the administrative unit. This includes providing technical and policy direction, establishing responsibilities and procedures for work items, and following up on progress, and managing personnel issues.

Has significant policy creation and program management responsibility; directly influence policies and manage programs pertaining to the Central Coast Water Board mission.

Advises Section Managers on difficult water quality, environmental and administrative problems; review reports and recommendations prepared by technical and legal staff; provide direction to the Section Managers in the development of policy statements for their respective areas. Coordinate with the other Offices within the Board to assure that water quality policies are being implemented consistently throughout the Board.

Maintains contact with State Board, stakeholder organizations, local and federal government entities involved in or concerned about water quality with the Central Coast Water Board. Represent the Central Coast Water Board on committees, work groups and speak at various forums. Represent the Board and/or Executive Officer at public meetings of elected and appointed boards and commission from the various counties, cities, and special districts and other agencies in the Central Coast Water Board region.

Acts on behalf of the Regional Board Executive Officer. The AEO acts on behalf of the Executive Officer at the policy level in meetings and conferences, on statewide task force assignments, and with Regional board members as necessary. The AEO speaks before other governmental officials, the public, and the media and interprets federal and state laws, policies, and regulations and activities of the Regional Board.

Expanding employee and organizational skills to provide consistently high quality, responsive customer service in the Board’s activities. The AEO serves as the ombudsperson for the public and regulated community in the Central Coast region, and will continuously strive to improve customer service and compliance assistance through improved guidance, public education, and outreach efforts.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Demonstrated management experience.

2. Demonstrated success in leadership.

3. Knowledge of water quality and environmental principles and their application as it relates to the full range of Regional Water Board programs.

4. Experience, knowledge and vision to solve the critical issues confronting the Central Coast Water Board with particular emphasis on legacy and cumulative impacts of point and nonpoint source pollution.

5. Experience, knowledge and vision to act as the chief enforcement officer for the Central Coast Region.

6. Possession of a Bachelor’s Degree in environmental, sanitary, civil or chemical engineering; biological, environmental, or physical sciences, including geology; public or business administration; law or a field related to any of the foregoing.

7. Demonstrated knowledge and experience with business processes, streamlining, meeting deadlines, and increasing productivity.

8. Ability to lead and oversee a high profile office and to organize, direct, and assign staff in the development and implementation of policies and programs.

9. Ability to facilitate highly sensitive communication to solve problems and make decisions among multi- disciplinary staff including engineers, scientists, geologists, attorneys, and information technologists.

10. Ability to interact and communicate effectively with high-level management, including with partner agencies and organizations.

11. Demonstrated ability to develop and maintain cooperative and collaborative relationships both within an organization and with outside partners.

2. Demonstrated ability working for or with a governing Board.

13. Experience that demonstrates the ability to interact and communicate effectively with, and gain the confidence of policy-level State and Federal officials, local governments, special interest groups, and the general public.

14. Ability to recognize and understand the California state political environment and consequences of policy actions.

5. Possession of personal characteristics including integrity, initiative, dependability, tact, sound judgment and adaptability, as well as a strong customer service focus.

Examination Information

The examination process will consist of an application, resume, and a Statement of Qualifications evaluation conducted by a screening committee. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above. The Statement of Qualifications may be the only basis for your final score and rank. Interviews may be conducted as part of the examination process. (Hiring interviews may be conducted with only the most qualified candidates if it is determined necessary in order to make a selection.)

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
