Job Description and Duties

This position plays an important role in advancing the California Department of Public Health’s (CDPH) mission and strategic vision. As part of the Planning, Preparedness, and Coordination Section within the Center for Preparedness and Response (CPR), the Senior Emergency Services Coordinator (Sr. ESC) serves as a technical program consultant and leader in emergency planning. This position supports CDPH’s emergency preparedness efforts by collaborating with Centers, Programs, and healthcare stakeholders to enhance the health and safety of California’s communities during emergencies.


Under the general direction of the Program Manager II, the Sr. ESC tackles the most complex and sensitive aspects of emergency management, response, recovery, and planning. This role requires expertise in leading specialized emergency management projects, serving as a team leader and policy advisor, and crafting innovative solutions to address highly complex challenges. The selected candidate develops and implements strategic methodologies to enhance California’s readiness and resilience.


The position requires up to 15% travel to represent CPR at meetings, workgroups, training programs, conferences, and site visits. Flexibility is essential, as the selected candidate may occasionally work outside of standard business hours or transport up to 25 lbs. to support urgent operational needs or emergency response activities.

In the event of an emergency activation, the incumbent may be required, on short notice, to work irregular and overtime hours during disaster operations in order to support one of four CDPH Emergency Operation Centers (EOC). The incumbent is required to participate on an CPR Incident Response Team (IRT).

Driver’s License Requirement
Possession of a valid driver’s license of the appropriate class issued by the Department of Motor Vehicles is required. Applicants who do not possess the license will be admitted to the examination but must secure the license prior to employment.

Working Conditions

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Center for Preparedness and Response (CPR) within the California Department of Public Health (CDPH) is a critical division dedicated to safeguarding the health and well-being of Californians during public health emergencies. CPR coordinates statewide preparedness, response, recovery, and mitigation efforts for events such as natural disasters, disease outbreaks, bioterrorism, and other emergencies impacting public health.

Emergency Pharmaceutical and Warehouse Branch. The CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health with a primary focus on preparing Californians for public health emergencies.

Through robust planning, collaboration with local health departments, and partnerships with federal, state, and community organizations, CPR ensures readiness to manage and mitigate health threats effectively. Its responsibilities include developing emergency response plans, training health professionals, conducting exercises to test response capabilities, and providing resources and guidance to strengthen California’s public health infrastructure. By fostering resilience and preparedness, CPR plays a vital role in protecting the state’s diverse populations from evolving health challenges.

  • Familiarity with state and federal emergency preparedness frameworks, including the National Incident Management System (NIMS) and Incident Command System (ICS).
  • Excellent analytical skills with the ability to assess risks, identify solutions, and manage data systems.
  • Outstanding written and verbal communication skills for preparing detailed reports, correspondence, and presentations.
  • Experience building relationships and collaborating with diverse stakeholders, including government agencies, healthcare organizations, and community groups.
  • Flexibility and adaptability to work outside standard hours during emergencies.
  • Ability to travel for meetings, training, and site visits as needed.
  • Strong organizational skills and attention to detail for managing critical projects and competing priorities.

For example, experience as a command center lead with multiple state or local representatives, or medical/emergency personnel, for an emergency response project that included disseminating information to the public.
  • Preparing/writing, presenting, and implementing long-range plans, procedures and reports related to emergency management or response. Please explain in detail the preparation, presentation and implementation activities performed.
