Job Description and Duties

Under direction of the CIO (Chief Information Officer), this role is responsible for managing IT projects and enabling different teams to effectively deliver projects and fostering a collaborative and adaptive work environment.

The IT-PMO consists of project manager(s) who oversee IT projects throughout the STO.

The IT Project Manager is responsible for managing projects within the organization. This role involves overall direction, coordination, implementation, execution, control, and completion of specific IT projects, ensuring consistency with the IT division’s strategy, commitments, and goals. It involves managing technology projects from conception to deployment, collaborating with project teams, and liaising between business and technical aspects of projects.

They serve as a servant-leader, helping the project teams to deliver projects on time, stay within budget, and deliver outcomes aligned with business requirements.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to three days of remote work per week. Additional in office days may be required based on the business need.

Department Information

The State Treasurer's Office is a small department located in the Bonderson building at 901 P Street, next to the State Capitol, public transportation and with parking garage options nearby. The building is near the State Capitol Park, which is a wonderful place to exercise and enjoy the beautiful landscape during the fair-weathered months.     Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    Educational Background:
    • Bachelor’s degree in information technology or a related field.
    Experience:
    • Experience with IT project management, vendor management, RFOs (Request For Offer) and RFPs (Request for Proposal).
    Technical Knowledge:
    • Experience with IT products and services, software development lifecycle, and IT infrastructure.
    • Current or past hands-on IT experience would be a plus.
    • Current or past Agile/Scrum Master experience would be a plus
    State Project Reporting Knowledge:
    • Strong understanding of CA state Project Approvals and Oversight requirements, processes, and reporting needs.
    • Strong understanding of CA state RFO and RFP process and requirements.
    Analytical and Problem-Solving Skills:
    • Strong analytical skills with the ability to evaluate bids, identify cost-saving opportunities, and assess vendor performance.
    • High level of attention to detail to ensure compliance with state policies and mitigate project risks.
    Communication Skills:
    • Strong communication skills to collaborate with internal teams, vendors, and stakeholders.
    • Ability to manage multiple IT projects simultaneously, ensuring timely delivery and alignment with organizational needs.
