Job Description and Duties

This position serves as a key member of the CALPIA Executive team. Under the direction of the Chief Assistant General Manager (CAGM), the incumbent

oversees and manages CALPIA's Workforce Development Branch (WDB), which includes 1-) the Joint Venture and Free Venture Programs:

(2) the Industry Employment Program; (3) the Career Technical Education Program; and (4) Re-entry Services. The incumbent will be

responsible for policy development and program implementation over the WDB and these four programs to strengthen and further offender

rehabilitation. These programs are integral to the Governor's efforts and CALPIA's mission to reduce offender recidivism rates statewide.

The incumbent will ensure that the programs continue to provide positive incentives for offender participation while maximizing offenders'

potential to successfully reintegrate into their communities upon release.

The SOQ must include relevant examples of experience and be numbered in the order the following factors are presented: 

Factor 1: Describe and provide examples of your experience working in a fast-paced environment while planning, organizing, prioritizing, and directing the work of multi-disciplinary professional, technical, and administrative staff, to ensure operational needs are met. 

Factor 2: Describe and provide examples of your leadership ability, including techniques for organizing and motivating groups, and your ability to deal effectively with a variety of individuals, stakeholders, organizations, local, state and federal agencies, and provider organizations and/or associations.

Factor 3: Describe and provide examples of your experience working with leading stakeholder groups and speaking/ working with such groups to develop and implement programs/policies.

Factor 4: Describe and provide examples of your experience that demonstrates your ability to analyze complex problems and recommend effective courses of action.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrate managerial experience providing direction and leadership on various program policies and procedures.
  • Demonstrate experience with directly managing and providing oversight of a diverse operation, which shall include manufacturing and/or service programs.
  • Demonstrate experience developing and implementing methods and techniques to organize and direct the work of programs and staff, with successful results.
  • Demonstrate experience developing strategies to improve and/or maintain performance of programs.
  • Demonstrate managerial/supervisory experience with administrative functions such as personnel, fiscal, and procurement.
