Job Description and Duties

Telework is available for this position; however, changes to the telework program are at the Agency’s discretion. Remote-centered employees may be required to report in person to one of the agency's multiple reporting locations, as determined by management, and may be required to utilize a shared workspace or “hotel” when working in the office.

Under the general direction of the Chief Information Officer (currently Deputy Director), the Information Technology Specialist II (ITS II) will serve as a Product Owner being the primary liaison between multiple IT systems and the business programs. The ITS II will participate in multiple IT projects to provide expertise in system architecture, data integration, system administration, and contract management, and will directly participate in all project activities. The ITS II will work collaboratively with CPPA’s internal teams, other state agencies, such as the California Department of Technology (CDT), contractors, and stakeholders. The ITS II will analyze, design, implement, test, deploy, maintain, and document the operations of the agency’s most complex custom DROP application, and similar CPPA technology systems, utilizing commercial off-the-shelf (COTS), and software as a service (SaaS), infrastructure as a service (IaaS), Azure cloud-based development technologies, Azure Functions, and other technology systems. The ITS II will serve as a technical consultant and advisor while performing a wide variety of tasks requiring innovative problem-solving where guidance is not readily available.

Desirable Qualifications

  • Experience working on IT projects from initial analysis through implementation, including business analysis, project management principles and methodologies, the system development life cycle, and software testing practices.
  • Understanding of data collection principles, storage and data analysis tools and technologies.
  • Technical knowledge of operating systems, application development, and infrastructure.
  • Understanding the business needs of a government organization to build effective ways to leverage public datasets and data.
  • Three or more years of specialized technical expertise in software engineering and/or security and privacy policies and principles.
  • Demonstrated ability to simplify complex technical subjects and communicate them to a non-technical audience and ability to lead meetings with diverse technical and non-technical staff.
  • Ability to develop and maintain excellent customer service.
  • Ability to troubleshoot production issues and assist developers with identifying the cause, root, and possible solution.
