Job Description and Duties

Under the administrative direction of the Executive Director, the Chief Deputy Director (CDD) directs the daily operations of SCDD and is responsible for its performance. The CDD directs SCDD’s administrative operations and provides policy, program, and technical direction for all SCDD programs. The CDD is the principal policy and organizational strategy advisor to the Executive Director. The CDD also acts as the Executive Director in their absence. The CDD shall oversee the implementation of SCDD’s complex, varied activities it carries out while implementing federal and state law regarding the full integration and inclusion of people with IDD in all aspects of life, as well as implementing interagency and other contractual agreements implemented by SCDD.

The CDD provides direction to SCDD’s Administrative staff including, Deputy Directors, professional, and technical staff.

Working Conditions

  • This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager.
  • This position may require occasional travel and work during evenings and/or weekends.

The State Council on Developmental Disabilities (SCDD/State Council) is an independent state agency mandated by federal and state law to pursue systemic change,capacity-building, and advocacy to promote a person-centered consumer and family-based system of services and supports for individuals with intellectual/developmental disabilities (IDD).The goal of the federal law is to enable individuals with IDD(self-advocates) to maximize their self-determination, independence, productivity, and community integration and inclusion. The State Council (Council) consists of 31 voting members, all of whom are appointed by the Governor.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Knowledge
Knowledge of the organization and functions of California State Government practices, trends of public administration, organization, and management; techniques or organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques.

Knowledgeable and experienced in State budget development, implementation and fiscal management, familiar with laws, regulations, budgets and their associated processes; performs tasks that involve investigative and technical analytical work; familiar with evaluation techniques and use of data for evaluation and public policy.

Abilities
Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrates the activities of a diverse program to attain common goals. Develop cooperative working relationships with representatives of all levels of government, and the public.

Expert at reviewing and editing complex technical reports; able to develop consensus among diverse groups through negotiation; articulate both verbally and in writing about the positions of the Council; able to maintain a positive working relationship with all components of the public and private advocacy systems. Able to travel and work extended hours; and functioning effectively and cooperatively as an integral part of a creative professional organization.

Ability to perform high-level administrative and policy influencing functions and provides effective and broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

Able to develop and maintain cooperative working relationships with state, federal, and local agencies and the regulated community; able in responding productively and effectively navigating sensitively charged issues or problems.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Demonstrated experience and ability to work with diverse groups, perspectives, public officials, or disability-related representative, service, or support organizations.
  2. Demonstrated experience with a Board, Council, or oversight/governance body.
  3. Demonstrated experience developing and maintaining working relationship with internal/external stakeholders such as community-based organization, and state agency partners and control agencies.
  4. Demonstrated ability to address complex issues: identifying, quantifying, and solving problems effectively with effective oral and written communication skills.
  5. Knowledge of the varied community, population, or service bases served by the department.
  6. Demonstrated experience and sensitivity working with people of diverse backgrounds (unserved/underserved/marginalized populations – ethnic/language minorities, LGBTQIA+, cross-disabilities, aging, etc.).
  7. Experience in applying federal regulatory and financial requirements or restrictions to activities associated with a State Plan and/or Federal reporting.
  8. Knowledge of disabilities, federal DD Act, state Lanterman DD Services Act, and human or social services system.
  9. Demonstrated management and administrative experience in personnel management, fiscal management, and budget experience.
  10. Knowledge of state government and state government organization, civil service rules and processes, the legislative process, and statewide systems used by departments and/or agencies.

Examination Information

This examination will consist of a review of the candidate's Statement of Qualification (SOQ) that describes their education, training, experience, knowledge, skills, and abilities as they relate to the Desirable Qualifications (DQ), using predetermined evaluation criteria. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. Candidates will have their SOQ rated and successful candidates will be placed on the eligible list.

SOQ Examination Instructions:
  • Must be free of typographical errors.
  • Applicant’s name should appear in the top right-hand corner.
  • Font size no less than 12-point Arial font, with no smaller than 1-inch margins.
  • No more than four (4) pages in length.
  • Each response must include the number of years of experience you have and must include specific examples to support your response.
  • Each response must be numbered and include full text of the DQ being answered prior to each individual response, to clearly indicate to which DQ you are responding.
When completing the SQQ, do not provide a single and narrative response. Each DQ listed in DQ section above from 1 through 10 must be addressed one at a time (i.e., first provide a complete and independent response to DQ #1, then a complete and independent response to DQ #2, etc.) for consideration.

Evaluation of each candidate will be based on the content of the answers and written communication skills demonstrated in the SOQ. The SOQ will be the only basis for your final score and rank on the eligible list.

Resumes/cover letters do not take the place of the SOQ. Candidates who fail to follow these requirements or who do not provide responses to the specific DQ's, in the order listed, will be disqualified from the examination and selection process.
