The HRD’s Performance Management Unit (PMU) is seeking a highly motivated, enthusiastic, customer service and detail-oriented Performance Management Analyst (Staff Services Analyst/Associate Personnel Analyst) to assist managers and supervisors in the appropriate and timely application of the California State progressive discipline process and addressing the most sensitive/complex concerns related to performance and conduct in the workplace.

Under the supervision of a Staff Services Manager I, PMU Chief, the Staff Services Analyst (will consider Associate Personnel Analyst) provides guidance and information regarding all aspects of employee concerns related to performance and conduct in the workplace. This includes, but is not limited to, assistance regarding best practices in avoiding and resolving employee concerns, issuance of counseling memoranda, probation reports, and annual performance appraisals, as well as formal actions such as adverse action, rejections during probation, Absent without Leave (AWOL) separations, medical actions, and other employment actions. This position also collaborates with the Training and Recruitment Units in the development and delivery of trainings on performance management topics.

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

The Associate Governmental Program Analyst eligibility list may be used as an appropriate for the Associate Personnel Analyst. Candidates with Associate Governmental Program Analyst eligibility must also meet the minimum qualifications for the Associate Personnel Analyst classification in order to be eligible for appointment.

Working Conditions

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Statement of Qualifications (SOQ)

An SOQ is required and must be submitted along with the State Application (STD. 678). This serves as documentation of the candidate’s ability to follow instructions and present information clearly and concisely in writing. Instructions for completing the SOQ document:

  • SOQ should be typed.

  • Responses to the SOQ questions must be numbered in accordance with the question.
  1. The Performance Management Unit composes sensitive personnel communication documents, such as actions, reports, memorandums, etc. Describe your experience in preparing similar types of documents.
  2. Provide an example detailing how you resolved a complex issue. What was the issue and what steps did you take to resolve the issue?
  3. Give an example of when you provided exceptional customer service, including how you identified a customer's need, what steps you took to respond to the customer, and how you were able to measure customer satisfaction with your solution and/or guidance.
