Job Description and Duties

This is a Staff Services Manager (SSM) II (Specialist) position.


This position supports the California Department of Public Health’s (CDPH) mission and action plan by the following:

 

Demonstrates a commitment to continuous learning opportunities to understand and utilize equitable, multi-level health promotion interventions to drive health equity for Black birthing people and their families. Understands complex and intersecting historical and contemporary issues related to healthy Black birth outcomes, including structural racism, discriminatory policies, and a lack of access to high quality, respectful care, and continues to strengthen their knowledge and skillset of strategies that effectively counter them.

 

The incumbent works under the administrative direction of the Deputy Director of the Center for Family Health (CFH).

The ideal candidate will contribute to the broader CDPH mission of becoming a learning, healing and impactful organization and will resonate with the CFH core guiding principles:

Organizational Healing

  • Ensure internal accountability, transparency and meaningful collaboration honoring the time and experience of partners in the development and implementation of the action plan and success metrics.
  • Support alignment of internal structures, processes, and resources to integrate and promote healthy Black birth outcomes across multiple programs and focus areas.

Cultivating Connections

  • Enhance community outreach, authentic partnership engagement, and relationship building to drive collaborative impact centering the needs, perspectives, and lived experience of Black community partners.
  • Convene and facilitate meetings with internal and external partners, connecting with experts, coordinating workgroups and training sessions, developing workplans, agendas, presentations, notes, and codified processes for shared power and decision-making.
  • Document and share best and promising practices for strategies implemented in diverse communities across the state.

Impact - Meaningfully Addressing Structural Inequities and Social Determinants

  • Identify current and potential policy, system, and environmental change strategies, as well as opportunities for growth across CDPH programs, legislation, regulations, policy, and procedures that impact pregnant people and their families.
  • Participate in the development of resources for various audiences, including training and support to understand and address the social determinants and structural inequities that drive ongoing health disparities for pregnant people and their families.
  • Represent CFH at critical and highly sensitive meetings within the Department and with other federal, state, regional, and local agencies.
  • Represent the Department on specific educational programs at conferences or other professional gatherings.

Working Conditions

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Healthy Birth Outcomes Specialist will grow and sustain the capacity of CDPH and CFH to prioritize and address birth inequities through the collaborative development and implementation of an action plan grounded in the implications of the Centering Black Mothers Report that outlines how social policies, structural racism, and community and neighborhood conditions impact the health of Black birthing people and babies in California.
