Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer-focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. Additionally, the division is dedicated to creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.

Under general direction of the Information Technology Manager (ITM) I, Chief, Public Health Applications and Technology Section (PHATS), the Information Technology Specialist (ITS) II, serving as Lead Application Developer and Administrator, provides leadership and execution of application development and architecture standards. The ITS II ensures application architectures and enterprise-wide shared on-premises, managed cloud services, and cloud application services align with the CDPH Vision for 2035.

The ITS II leads and supports software design, development, and maintenance of low code/no code platform systems and software applications. This position performs a wide variety of tasks, such as application development, system administration, system testing, change control, implementing DevOps processes, and performance monitoring. These tasks are routinely performed in coordination, consideration, and consultation with internal and external business partners and stakeholders.

The ITS II exercises a large degree of independence and proficiency in troubleshooting, problem-solving, and resolving the most challenging and difficult application issues that are time-sensitive and publicly and politically visible. This role involves collaboration with external and internal business partners, including the California Department of Technology (CDT), state and federal control agencies, vendor consultants, local health departments, other state departments, and IT personnel.

The ITS II participates in change release activities outside of normal business hours and acts as the after-hours coordinator to monitor, receive, and respond to production-related communication and messages.

The ITS II performs duties within the System Engineering, Software Engineering and Business Technology Management domains.

Working Conditions

Telework Information:

 

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

 

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated experience as a Technical Lead, particularly in converting or developing systems using modern low code/no code solutions.
  • Strong knowledge and expertise in Microsoft Dynamics 365, Power Apps, and Power Automate.
  • Proven ability to mentor and coach peers in adopting new and migrated solutions, promoting best practices, and ensuring smooth transitions from fully coded to low code/no code platforms.
  • Experience in integrating Dynamics 365 with other systems and third-party applications.
  • Proficiency in creating and maintaining technical documentation, including design specifications, test plans, and user guides.
  • Strong problem-solving skills with a focus on providing efficient and innovative solutions to complex business challenges.
  • Experience in system testing, quality assurance, and ongoing support and maintenance for Dynamics 365 applications.
  • Excellent communication skills, with the ability to collaborate effectively with business analysts, stakeholders, and technical teams.
  • Commitment to staying up-to-date with industry trends and emerging technologies and making informed recommendations to improve operational efficiencies.
  • Knowledge in utilizing AI tools such as Microsoft Copilot, ChatGPT, Gemini, GitHub Copilot to enhance productivity and streamline business processes.
