This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern and legacy infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
Under general direction of the Information Technology Manager (ITM) I, Chief, Public Health Applications and Technology Section (PHATS), the Information Technology Specialist (ITS) II serves as a lead/senior applications and database developer and administrator, supporting information technology systems, applications, and databases, both on-premises and managed cloud solutions.
Serve as the technical lead applications and database developer and administrator, supporting IT systems, applications, and databases, both on-premises and managed cloud solutions. Using legacy systems expertise, this position will plan, design, develop, implement, and support the conversion and modernization of legacy mainframe applications to cloud solutions. Manage mainframe source code, objects, and object utilization.
Lead IT projects, ensuring seamless transitions during system upgrades and migrations. Collaborate with vendors, state staff, external stakeholders, and leadership to support legacy applications and upgrade efforts. Troubleshoot, resolve production issues, and provide continuous support to customers. Maintain cooperative working relationships with business partners and the development team.
Ensure application architecture and enterprise-wide shared on-premise and cloud application services align with CDPH standards and vision. Design technology solutions that enhance the Department’s ability to make data-driven service decisions.
Maintain expert working knowledge of industry technologies, best practices, and trends. Recommend new tools, platforms, processes, and procedures to improve operational efficiencies.
Write technical documentation and end-user training of complex systems, processes, and procedures. Provide leadership, communication, and mentoring support to project team members, technical staff, vendor consultants, and program customers.
The ITS II performs duties within the Software Engineering, Systems Engineering, and Business Technology Management domains.

Telework Information:
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
