Job Description and Duties

The Department of Social Services (CDSS), Community Care Licensing Division (CCLD), Information Technology Liaison Bureau (ITLB) is currently accepting applications for one Associate Governmental Program Analyst (AGPA) statewide. This position will be subject to telecommute standards set forth by CDSS that may include telecommute options. Are you looking for challenging and meaningful work? The AGPA provides essential support and troubleshooting for approximately 1,100 end-users statewide. The AGPA delivers direct and immediate assistance for problem-solving related to the HCL Notes Field Automation System (FAS), the Licensing Information System (LIS), and other data systems currently in use or under development, both in office and field locations, offers expert direction on issues of navigation, form & visit type selection, digital signature capture functions, printing procedures, list & view data elements, complaint documentation & routing, etc., as well as distinguishes program specific procedural differences in reports, document requirements & preparations. The AGPA uses a ServiceNow incident ticketing program to record the nature, number & origin of calls, identify systemic issues & suggest solutions and program changes to improve and enhance the FAS and LIS. Analysis of the data from the ticketing program to recognize problem patterns & training needs is a key component of this position. The AGPA will provide insight & information regarding the development, testing, deployment, and implementation of system changes as mirrored by field users and statewide travel to conduct training for users individually and at LPA academies, which is a critical function. The position may require occasional overtime. The AGPA must have working knowledge of the FAS and LIS and the ability to provide training, identify systemic issues, suggest solutions and program changes to improve and enhance FAS and LIS, analyze data from the ticketing program to recognize problem patterns, training needs as well as assist in maintaining current documentation in & about the FAS database as updates occur, will participate in meetings and discussion on data system changes, problems, and enhancements.

Working Conditions

This position may be eligible for a hybrid Telework schedule for eligible applicants residing in California. A hybrid Telework schedule includes working remotely and physically reporting to the office.


• In Office refers to all working days.

• Hybrid refers to some working days in office and other days Telework eligible.

• Telework refers to all working days at approved alternate work location.

Position maybe located in any of the following offices within CCLD: Chico, El Segundo, Fresno, Goleta/Santa Barbara, Monterey Park, Oakland, Orange, Palmdale, Riverside, Sacramento, Santa Rosa, San Bruno, San Diego, San Jose, or Woodland Hills.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. • Knowledge of Community Care Licensing and Licensing data systems is desirable

• Ability to establish and maintain effective and beneficial relationships with internal and external customers, & experience with the development of service requests and business documents is critical

• Excellent customer service skills and strong problem-solving, decision-making, critical thinking, and strong written and oral communication skills

• Knowledge using Microsoft Office Word, Excel, Outlook, PowerPoint, Visio, and SharePoint.

• Skilled with CCLD automation policies, HCL Notes FAS Application, and field experience are critical to this position's success.

• Ability to maintain a high level of proficiency in existing technical systems while demonstrating a strong aptitude for learning and integrating future technologies.
