In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Extensive knowledge of and experience with the Department Community Care licensing statutes, regulations, and policies.
• Demonstrated ability to perform advanced legal research and writing.
• Extensive knowledge of and experience with court procedures, rules of evidence and procedure, administrative law and procedure, statutory, regulatory, and case law.
• Knowledge of the organization of the Department and the functions of programs and divisions in the Department.
• Extensive experience in administrative and/or civil litigation.
• Possess superior interpersonal communication skills.
• Possess superior analytical and communication skills, both verbal and written.
• Demonstrated ability to complete work timely and within deadlines.
• Demonstrated ability to work independently and as part of a team.
• Demonstrated ability to communicate and explain legal issues clearly and logically both orally and in writing to those not trained in the law.
• Demonstrated ability to organize, prioritize, and track a number of concurrent assignments.
• Willing and able to perform duties in a customer service-oriented manner.
• Willing and able to establish and maintain effective working relationships with colleagues, program staff and management, and staff of other state agencies.
