Job Description and Duties

Under the general direction of the Deputy Director, the Office of Youth and Community Restoration (OYCR) the Division Chief, Health Policy provides leadership direction and policy implementation strategies to improve behavioral, mental, and physical health regarding youth in the juvenile justice system. The Division Chief, Health Policy supports the OYCR in the implementation of Senate Bill 823, Chapter 337, and Statutes of 2020, which promotes evidence-based trauma responsive, culturally respectful, and gender specific services for youth involved in the juvenile justice system. These services are designed to support the youths’ successful transition into adulthood and help them fulfill their goals and achieve their potential as responsible, thriving, and engaged members of their communities. The OYCR's Division Chief, Health Policy leads the unit with policy and systems change and directs a team of health program specialists, analysts, and/or support staff in the unit.

Working Conditions

This position is being advertised in Sacramento County and Los Angeles County.

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with CalHHS policies. 1. Demonstrated ability to develop local and statewide strategies to address complex issues and communicate and disseminate best practices to improve outcomes.

3. Demonstrated ability to identify health care program and policy problems involving the juvenile justice system and recommendations made that improved the system and the health services to youth and families. 

4. I dentify and elaborate on technical assistance led by you and provided to state, counties, or other health care/child welfare entity on how to access health care and child welfare related funding for youth in the juvenile justice system, including the blending and braiding of child welfare and healthcare funding streams (Title IV-E, Medi-Cal, local funds, etc.).

5. Knowledge of evidence based and promising practices for trauma responsive, culturally respectful and gender responsive services, including the provision of trauma-informed care, for youth involved in the justice system.

  • Ability to develop local and statewide strategies to address complex clinical issues (serious mental illness, serious emotional disturbances, trauma related, substance use disorders, neurodevelopmental, neurodivergent disorders) and communicate and disseminate best behavioral health practices to improve outcomes in youth and families impacted by youth justice
  • Ability to foster collaboration, mutual respect, and teamwork, while maintaining assertiveness and diplomacy in meeting OYCR objectives.
  • A minimum of 10 years of experience in working in the behavioral health system including understanding of clinical evidenced-based practices, effective treatment modalities, cultural respectful approaches, social drivers of behavioral health and community identified evidence practices.
  • Understands how to access a variety of benefits for children, youth, and families along the continuum of care to meet the needs of families impacted by youth justice.
  • Master’s degree in clinical social work or related clinical science program. Doctoral Degree preferred but not required.
  • Expertise in work with girls and gender expansive youth and LGBTQ2S+ youth  in the juvenile justice system.
  • Understanding and expertise in local, state, and federal laws that impact youth and access to healthcare services in California.
  • Published articles that show expertise in the areas specified above.
  • Ability to establish and maintain positive relationships and communication with the public, county partners, advocates, youth in the juvenile justice system, parents, and other stakeholders.
  • Demonstrated ability to identify health care program and policy problems involving the juvenile justice system and to make recommendations that can improve the system and the health services to youth and families.

Examination Information

The examination process will consist of a thorough evaluation of the applicant's SOQ. Please note there is not an online examination for the CEA classification.

The SOQ will be used to evaluate your qualifications and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing, as this is a critical factor for successful job performance. The SOQ will be the only basis for your final score and rank on the eligible list.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
