In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Strong leadership, interpersonal, and problem-solving skills.
• Demonstrated experience leading, motivating, and developing team members.
• Knowledge of the Medi-Cal program and other health care programs including those that pertain to treatment and recovery services.
• Knowledge of policies and regulations governing health care benefits.
• Knowledge of public health policy trends and issues, including those that pertain to Medi-Cal and non-Medi-Cal health care benefits.
• Demonstrated ability to develop, implement, and manage health care benefit policies.
• Demonstrated ability to lead the development, implementation, and evaluation of procedures and policies that increase the cost-effectiveness and efficiency of health care programs.
• Demonstrated ability to communicate effectively and work cooperatively across high levels of government and representatives from local, state, and federal providers, partners, and organizations.
• Demonstrated ability to lead change and transformation efforts within and outside the organization utilizing excellent communication and change management strategies.
