Position:

Under the general direction of the Information Technology Manager II in the Information Technology Strategy Services Division (ITSSD), Information Technology Contracts and Procurement Branch (ITCPB) Chief, the Information Technology (IT) Manager I serves as the manager of IT Contract Services Section A (ITCSS-A). The incumbent is responsible for the procurement and processing of the Department of Health Care Services (DHCS) IT contracts and IT interagency agreements including solicitation development, contract administration, contract management and all financials in support of IT contracts. The duties for this position are focused in the Budgeting, Procurement and Purchasing responsibility under Business Technology Management domain and Procurement and Contract Management responsibility under IT Project Management domain of California Department of Human Resources (CalHR) Information Technology Series Allocation Guidelines.

 

This position is currently remote. It may require occasional in-office work in Sacramento and/or travel to support the needs of Enterprise Technology Services and to attend meetings. The remote status may be subject to change.

ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. ETS establishes IT policy and standards and ensures compliance with state and federal laws and regulations regarding the use of IT and the safeguarding of electronic information; supports a complex portfolio of program systems.

    Describe your experience with IT service contracts. Your answer should include the types of contracts you have worked on, your role in the solicitation, and the level of knowledge/experience you have with the Department of Technology (CDT) and/or Department of General Services (DGS) processes for IT service contracts.

Information Technology (IT) Contract Leadership

• A solid background in government IT service contract procurement is essential.

• Ability to adhere to best practices in the efficient delivery of IT service contract procurement services.

• Strong knowledge of CDT and DGS state project approval and procurement services.

• Strong knowledge of CMS planning document processes.

• Strong background and understanding of IT systems, services and infrastructure to lead the development of IT procurement statement of works (SOWs) and related contract documentation.

• Excellent relationship management skills across a diverse range of stakeholders, particularly at senior levels.

• Demonstrate strong influencing, negotiation and communication skills (written, verbal, presentation).
General Desirable Qualifications

• Ability to pay close attention to details to ensure contract procurement deliverables are complete, accurate, and align with the Department's procurement goals and objectives.

• Servant leader with the ability to motivate teams and set clear priorities.

• Highly organized and analytical, with the ability to manage workflow in a deadline-oriented environment.

• Ability to easily adapt to changing priorities.

Candidates must ensure they have the experience and/or education for the minimum qualifications (MQ) prior to taking the exam for this classification.  Please ensure you met and exceeded the required time when using experience to meet the MQs.  For example, one year of experience would be January 1, 2023 through January 1, 2024.  Taking the exam prior to January 1, 2024, would result in you not meeting the MQs. You may not round up your time and should not take the exam prior to meeting the full required experience. Taking an exam prematurely will make you ineligible. You may be subject to a penalty period that could be up to one year.
