Job Description and Duties

This position offers a unique and rewarding opportunity to lead a team dedicated to supporting mandated monitoring programs, quality assurance/quality control processes, data management initiatives, and special studies.  As the Manager of the Continuous Environmental Monitoring Unit, the unit supervisor will oversee the implementation of critical environmental monitoring programs and ensuring compliance with water quality mandates in the Sacramento-San Joaquin Delta.  In this leadership role, the unit supervisor will be responsible for planning, organizing, and evaluating the activities of a highly skilled and collaborative team.  The incumbent will coordinate field efforts to monitor the ecological impacts of water project operations, ensure adherence to Bay-Delta water quality objectives, and respond to ecological events such as droughts.  Responsibilities will include ensuring that all data generated is scientifically valid, legally defensible, and aligned with the reporting requirements of mandates such as D-1485, D-1641, and Senate Bill 1070.  As a technical expert in water quality science and monitoring, the incumbent will provide guidance and expertise to DWR staff and other state and federal partners.  The supervisor’s role will include participating in project work teams, representing the branch at meetings, workshops, and hearings, and contributing to the discussion of research findings and adaptive management strategies.

This position is office-centered which means the incumbent works more than fifty percent of their time monthly in the office.

The ideal candidate for this position will possess strong leadership and organizational skills, with demonstrated experience managing and leading diverse teams, experience mentoring and developing staff, and fostering a collaborative work environment. They should have in-depth knowledge of water quality monitoring programs, developing quality assurance/quality control processes and standard operating procedures, and environmental data management systems, as well as the ability to develop innovative solutions to complex environmental challenges.  Expertise in field work, including the collection, processing, and analysis of environmental and water quality data, is essential. Familiarity with regulatory mandates such as D-1485, D-1641, and Senate Bill 1070, as well as the ability to effectively collaborate with regulatory agencies, state and federal partners, and other stakeholders, is critical.  Strong technical skills in preparing and reviewing scientific publications, leading special studies, and knowledge of statistics are highly desirable.  Additional qualifications include experience with budgeting, contract management and excellent communication skills to effectively convey technical information to staff and diverse audiences.
