Job Description and Duties

Under the general direction of the Deputy Director – Venture Capital, the IBank Venture Specialist plays a major role in influencing and leading the development, implementation, and evaluation of policies, procedures, and program direction for IBank’s Expanding Venture Capital Access Program to meet the goals and objectives of IBank’s mission and vision.

The Expanding Venture Capital Access Fund (“Venture Fund”) is a program of the California Infrastructure and Economic Development Bank (IBank). The Venture Fund will improve access to venture capital for underrepresented fund managers, entrepreneurs, and regions of California, as well as address climate equity. The inaugural source of funding for Venture Fund is the State Small Business Credit Initiative (SSBCI) authorized by the American Rescue Plan Act of 2021. Though the Venture Fund’s initial funding is through the SSBCI 2.0 program, it may later seek other sources of funding.

Working Conditions

Remote: this position is eligible for full-time telework schedule under Government Code 14200 for eligible applicants residing in California but may require reporting in-person at headquarters in Sacramento or upon request, or applicants may choose to work a hybrid telework schedule. #li-remote

Department Information

The California Infrastructure and Economic Development Bank (IBank) was created in 1994 and operates pursuant to the Bergeson-Peace Infrastructure and Economic Development Bank Act contained in the California (Government Code Sections 63000-63089.98) et seq. IBank is located within the Governor’s Office of Business and Economic Development (GO-Biz) and is governed by a five-member Board of Directors.

IBank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public and private agencies, provide credit enhancements, acquire or lease facilities and leverage state and federal funds.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Examination Information

The examination process will consist of an evaluation of the candidate’s application, resume and Statement of Qualifications (SOQ) by a designated screening committee. The screening committee will use predetermined evaluation criteria derived from the knowledge, skills and abilities, and desirable qualifications listed on this announcement. Candidates should ensure they are thorough when describing their experience relative to the areas described.

 

Applicants who fail to submit the required documents (application, resume and SOQ) will be eliminated from the examination process.

 

The SOQ may also serve as documentation of the candidate’s ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. The SOQ may be the only basis for the candidate’s final score and rank on the eligible list. Candidates will be ranked competitively, and each candidate will be notified in writing of his/her examination results.

 

The SOQ must specifically address your education and experience as it relates to each item below. The SOQ items must be numbered and addressed in the same order as listed; do not consolidate the responses. The SOQ must not exceed three pages, single-sided and double-spaced with 12-point arial font. Failure to follow this format and the "Application Instructions" above may result in disqualification.
