About this Role:
The Chief, Managed Care Quality and Monitoring Division (MCQMD), Career Executive Assignment Level B, is responsible for leading and overseeing compliance-related activities for Medi-Cal managed care plans (MCPs). Activities include but are not limited to, developing and implementing statewide MCP policies, processes, improvement and change management efforts, as well as providing technical assistance and conducting risk analysis for audit and compliance programs related to MCPs.
Additionally, key areas that the Chief, MCQMD, has direct oversight for include timely access to care, network adequacy, and California Advancing and Innovating Medi-Cal (CalAIM) initiatives such as Medi-Cal Community Supports, which is focused on addressing equity and health-related social needs such as housing and medically tailored meals.
The Chief, MCQMD, leads compliance efforts with state and federal managed care-related regulations, statutes, and guidance, as well as other DHCS contracts, which include All Plan Letters (APL) and other related policy guidance.
Additionally, the Chief, MCQMD, collaborates with DHCS Executive Staff, program partners, and external stakeholders, including MCP partners, providers, advocacy groups, state and county officials, the state Legislature, and the federal Centers for Medicare and Medicaid Services (CMS) to carry out Division objectives.
The Chief, MCQMD, works under the general direction of the Deputy Director (DD), Health Care Delivery Systems, and is a member of DHCS Executive Staff.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.
