About this Role:

The Chief, Managed Care Quality and Monitoring Division (MCQMD), Career Executive Assignment Level B, is responsible for leading and overseeing compliance-related activities for Medi-Cal managed care plans (MCPs). Activities include but are not limited to, developing and implementing statewide MCP policies, processes, improvement and change management efforts, as well as providing technical assistance and conducting risk analysis for audit and compliance programs related to MCPs.

 

Additionally, key areas that the Chief, MCQMD, has direct oversight for include timely access to care, network adequacy, and California Advancing and Innovating Medi-Cal (CalAIM) initiatives such as Medi-Cal Community Supports, which is focused on addressing equity and health-related social needs such as housing and medically tailored meals.

 

The Chief, MCQMD, leads compliance efforts with state and federal managed care-related regulations, statutes, and guidance, as well as other DHCS contracts, which include All Plan Letters (APL) and other related policy guidance.

 

Additionally, the Chief, MCQMD, collaborates with DHCS Executive Staff, program partners, and external stakeholders, including MCP partners, providers, advocacy groups, state and county officials, the state Legislature, and the federal Centers for Medicare and Medicaid Services (CMS) to carry out Division objectives.

The Chief, MCQMD, works under the general direction of the Deputy Director (DD), Health Care Delivery Systems, and is a member of DHCS Executive Staff.

 

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


• Demonstrated experience developing and implementing managed care policies.

• Demonstrated experience leading managed care operations.

• Demonstrated experience with dual eligibility.  

• Knowledge of policies governing MCP compliance standards.  

• Knowledge of state and federal laws, rules, and regulations governing the state’s Medi-Cal program as well as health care compliance standards and practices.

• Demonstrated experience in the planning, development, and evaluation of health care auditing, compliance, and/or surveying processes.

• Demonstrated ability to develop and implement changes to policy consistent with applicable laws, rules, and regulations.

• Strong leadership, interpersonal, and problem-solving skills.

• Demonstrated experience leading multidisciplinary teams to achieve a common goal.

• Demonstrated experience leading change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies.

• Knowledge of change management best practices and principles and experience applying them.  

• Demonstrated ability to analyze complex issues and develop effective courses of action to solve them.

• Demonstrated ability to make planned and impromptu presentations before a group of individuals on diverse, complex, and highly sensitive issues.

• Demonstrated ability to collaborate and communicate effectively across high levels of government, external organizations, providers, industry associations, and members.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

Experience with developing managed care policy is strongly desired.

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department and subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203.

This position may be eligible for telework up to five days a week, contingent on operational business needs.The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
