A Statement of Qualifications (SOQ) is required and serves as the examination for this CEA recruitment. It identifies the critical factors required in job success for this CEA position. In addition, the SOQ serves as documentation of each applicant's ability to present information clearly and concisely in writing. Cover letters and resumes will not take the place of the SOQ. The SOQ must be submitted along with a completed State Application STD 678 Form.
Instructions for responses to the individual SOQ factors listed below are as follows:
- The SOQ document must be titled as "Statement of Qualifications" or "SOQ"
- Responses must be numbered in the same order as outlined below
- You must use specific examples of your education, training and experience
- You must specify years of experience
- The SOQ must be typed, single-spaced, Arial 12-point font, and no more than four (4) single-sided pages in length
PLEASE NOTE: Applicants who do not follow these instructions or do not submit the SOQ will be disqualified from this examination.
SOQ Factors:
1. Demonstrated experience in law enforcement operations within a large consumer protection agency or law enforcement department engaged in the detection and investigation of criminal activities.
2. Demonstrated broad and extensive experience, at the management level, in the oversight of: program planning; policy formulation; organization coordination and control; budget administration; and successfully applying knowledge, skills, tools,and resources to evaluate program performance.
3. Demonstrated experience in effectively leading and directing an enforcement agency with diverse functions/responsibilities and in achieving specific mission and objective-related goals.
4. Demonstrated experience in managing fraud detection programs and/or consumer protection programs.
5. Effective communication skills to work collaboratively with the Insurance Commissioner, Executive staff, Division and Bureau Chiefs, Human Resources Division, government entities, consumer advocacy groups, insurance industry, and officials from other State agencies.

Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with
the performance of others who take this examination, and all successful candidates will be ranked according to their scores.
A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive
written notification of their examination results.
The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
