Job Description and Duties

The California Department of Insurance (CDI) Enforcement Branch is looking for a Career Executive Assignment (CEA), Level B, to serve as our Fraud Division Chief!


Under the general direction of the Deputy Commissioner, the Fraud Division Chief provides direction to the Enforcement Branch Deputy Chiefs and oversees
the activities of investigative, professional and administrative staff at Enforcement Branch Headquarters, Office of Investigative Support and Grants, Office of Northern Operations and Training, and Office of Southern Operations.  

 

The incumbent administers Enforcement Branch programs of law enforcement and consumer protection activities required as a result of insurance fraud activities. The Enforcement Branch is responsible for detecting, investigating, and arresting insurance fraud perpetrators. This position determines policy, strategic plans and priorities that support Enforcement Branch goals. Travel is required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel will include overnight stay.

 

This position is designated as peace officer under Penal Code Section 830.3 and carries out law enforcement activities as mandated and/or authorized by Penal Code Sections 550 and 551, the Insurance Code and its regulations, and other related laws.  Perform the full range of peace officer duties and responsibilities and must meet all Peace Officers Standards and Training (POST) requirements and successfully qualify at quarterly weapons proficiency examinations.

 

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment.  Failure to comply with the Conflict of Interest Code requirements may void the appointment.



This is a statewide recruitment and the position may be headquartered in any CDI Enforcement Branch office, including Benicia, Commerce, Fresno, Morgan Hill, Orange, Rancho Cucamonga, Sacramento, San Diego, and Valencia.

Working Conditions

  • Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however other authorized transit subsidies do exist for those who qualify.
  • Incumbent must be able to work in a high-rise building;
  • Occasional travel may be required within the state of California via private or public transportation i.e., automobile, airplane, etc.

Examination Information

A Statement of Qualifications (SOQ) is required and serves as the examination for this CEA recruitment. It identifies the critical factors required in job success for this CEA position. In addition, the SOQ serves as documentation of each applicant's ability to present information clearly and concisely in writing. Cover letters and resumes will not take the place of the SOQ. The SOQ must be submitted along with a completed State Application STD 678 Form.

 

Instructions for responses to the individual SOQ factors listed below are as follows:

 

  • The SOQ document must be titled as "Statement of Qualifications" or "SOQ"
  • Responses must be numbered in the same order as outlined below
  • You must use specific examples of your education, training and experience

SOQ Factors:

 

1. Demonstrated experience in law enforcement operations within a large consumer protection agency or law enforcement department engaged in the detection and investigation of criminal activities.


2. Demonstrated broad and extensive experience, at the management level, in the oversight of: program planning; policy formulation; organization coordination and control; budget administration; and successfully applying knowledge, skills, tools,and resources to evaluate program performance.

3. Demonstrated experience in effectively leading and directing an enforcement agency with diverse functions/responsibilities and in achieving specific mission and objective-related goals.

4. Demonstrated experience in managing fraud detection programs and/or consumer protection programs.

5. Effective communication skills to work collaboratively with the Insurance Commissioner, Executive staff, Division and Bureau Chiefs, Human Resources Division, government entities, consumer advocacy groups, insurance industry, and officials from other State agencies.
