About this Role:

Under the general direction of the Factory and Engineering Branch Chief, the Agile Delivery Manager will lead efforts to modernize legacy IT delivery models by guiding teams through the transition from traditional waterfall practices to agile and iterative delivery approaches. The incumbent will serve as a critical liaison between delivery teams, program stakeholders, and executive leadership, ensuring timely and transparent communication of priorities, timelines, and delivery progress.

DHCS is the designated single state agency responsible for administering California’s Medicaid Program (Medi-Cal). Medi-Cal is a public health insurance program which provides needed health care services for low-income individuals including families with children, seniors, persons with disabilities, foster care, pregnant women and low income people with specific diseases such as tuberculosis, breast cancer or HIV/AIDS. Medi-Cal is financed equally by the state and federal government. The Medi-Cal program spans across multiple California Health & Human Services (CHHS) departments and DHCS defines California’s Medicaid Enterprise System (MES) as the collection of systems and other technical components used by the business processes in the management of the enterprise.

This is a statewide recruitment, and the position may be located in, but not limited to, the following locations: Sacramento, San Francisco, Orange (Santa Ana), San Bernardino (Rancho Cucamonga), San Diego and Los Angeles.

This position offers a hybrid work schedule as outlined in the telework information section below; the amount of telework is based on the operational business needs. Beginning July 1, 2025, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Statement of Qualifications Requirement Section

 

The Statement of Qualifications (SOQ) serves as documentation of each candidate's ability to present information clearly and concisely in writing. We request that you refrain from using Artificial Intelligence (AI) assistance while crafting your response. This allows us to evaluate and comprehend your personal writing style, communication skills, and abilities accurately.

The SOQ must be typed, no more than two pages (2) in length and 12 pt. Arial font. The SOQ must address the following:

  1. Describe your experience managing delivery teams and how you have led Agile transformations or modernized legacy systems.
  2. Share an example where you communicated critical delivery changes or risks to executive leadership and program stakeholders.
  3. How have you fostered Agile best practices in teams with limited prior experience in modern delivery methods?


Candidates who do not complete and submit an SOQ may not be considered for this position.

    Desirable Qualifications

    Telework Information

    Currently, the DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. This position may be eligible for telework up to five days a week, contingent on operational business needs.Telework is available to California residents, and proof of residency may be required. The amount of telework is at the discretion of the Department and is subject to change.

    The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

    Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
