Job Description and Duties

Under the general direction of the Chief Deputy Director, the Policy and Public Affairs Deputy Director is a member of the Executive Team and the principal consultant, policy advisor, and technical expert on legislative, communications and external relations to the Executive Director of the California Student Aid Commission. The Policy and Public Affairs Deputy Director develops, implements, and manages the Commission’s legislative and budget affairs, constituent activities, media relations, outreach and marketing, supervises staff, and serves as the designated spokesperson, liaison, and representative before the Legislature, legislative committees, legislators, other government agencies (state, federal, and local), and stakeholders. The Policy and Public Affairs Deputy Director is directly responsible for legislative bill and budget tracking and analysis, legislative reports and advocacy in service of the CSAC mission and goals.

Working Conditions

  • Exposure to computer screens and other basic office equipment.
  • Work in a climate-controlled office environment, open office space with artifical lighting.
  • Attend meetings in designated conference rooms and be willing to travel to off-site locations.
  • Capability to work remotely.
  • This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on the CSAC’s current telework policy. While the CSAC supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquarters location. Business travel reimbursements consider an employee’s designated Headquarters Location, primary residence, and may be subject to the California Department of Human Resources regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
  • This position will be a hybrid position allowing the selected candidate the opportunity to work both in the office and from home. The selected candidate will be subject to being present at in-person hearings and meetings the legislature.

Examination Information 

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used to fill the position of Deputy Director, Policy and Public Affairs Divsion with the CALIFORNIA STUDENT AID COMMISSION

The results of this examination will only be used to fill this position. 

Applicants who fail to submit all components of the exam documents as described below and in this exam bulletin, will be eliminated from the exam process.

This position is open until filled and applications will be reviewed on a regular basis with the first review being April 25, 2025 and weekly every Friday thereafter. 

The exam will consist of a review of each candidate’s application, résumé, and Statement of Qualifications (SOQ), and is weighted 100%. The SOQ must identify the applicant’s experience, education, certification, and training in his/her response to each of the below “Desirable Qualifications”. The SOQ serves as documentation in responding to the Desirable Qualifications.  

The SOQ must be no more than five (5) pages in length, 12-point font, single spaced, on 8 ½”X11” paper. Each answer should address each of the desirable qualifications, numbered separately for each bulleted item, and be no longer than one (1) page per Desirable Qualification. The SOQ must also include your total years of experience and civil service classification (if applicable) performing each of the “Desirable Qualifications” listed below. Responses must be complete, specific, clear, and concise. Please clearly title your documents as the “Statement of Qualifications”. Résumés and/or cover letters do not take the place of the SOQ.

Desirable Qualifications

1. Experience in the development of policy at the state and federal levels and advising/recommending legislative, political, and budgetary matters to executive leadership.

 2. Experience presenting to legislature, government control agencies, boards, high-level administrators, constituent groups, and other stakeholders on higher education issues and policies.

 3. Experience managing controversial policies that impact constituents, state taxpayers, higher education entities, and the general public. 

4. Experience in developing, implementing and managing external communications, political affairs and constituent activities, and serving as a designated spokesperson and liaison. 

5. Experience providing leadership and strategic direction to staff to strengthen office performance by defining job duties, establishing expectations, and reviewing work products.

Examination Information

Each applicant’s experience, education, certification, and training will be independently rated for the position against specific job-related criteria developed from the minimum qualifications and desirable qualifications. It is critical that each applicant include specific information on how his/her experience, education, certification, and training meet the minimum qualifications and desirable qualifications for this exam.

All candidates will be assigned a rating and will be notified in writing of their final scores. In order to be successful in this examination, candidates must attain a minimum rating of 70.00%. The results of this examination will be used to establish an employment list. The list will be used to fill the Deputy Director, Policy and Public Affairs Division of the California Student Aid Commission. Based upon the screening committee’s evaluation of the competitive group, hiring interviews may be conducted with only the most qualified candidates, if it is determined necessary in order to make a selection.

The examining Department reserves the right to revise the examination plan to better meet the needs of the service, if the circumstances under which this examination was planned change. Such revision will be in accordance with civil service law and rules and all competitors will be notified.
