Job Description and Duties

The Acquisition and Contracting Services Division strives to provide quality acquisition, contracting, and business services that meet or exceed our customer’s business needs and expectations. We provide leadership and expertise to the Office of Systems Integration during all phases of the acquisition life cycle and strive to be the trusted source for procurement and contracting knowledge to all staff while ensuring full compliance with statutory requirements and regulatory policies and procedures.

The Agency Procurement Services Unit (APSU), within the ACSD, provides highly specialized and complex, procurement and contracting services to the departments and offices within the California Health and Human Services Agency (CalHHS).

- In depth knowledge of State IT and non-IT laws, regulations, policies, and procedures.
- Extensive knowledge, expertise and experience in leading and/or conducting competitive and leveraged procurements.
- Extensive knowledge and experience in contract and vendor management.
- Experience in developing and administering policies, processes and programs.
- Understands and embraces the principles and importance of good customer service.
- Possesses excellent procurement and contract management knowledge, skills, and experience.
- Ability to make decisions and solve problems involving varied levels of complexity and risk.
- Ability to build and maintain good working relationships with OSI staff, federal partners, state control agencies and departments, counties, and other public/private entities.
- Ability to communicate diplomatically and effectively, both orally and in writing.
