Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The Central Valley Regional Water Quality Control Board has an opening for a Senior Water Resource Control Engineer (WRCE) to supervise the Irrigated Lands Regulatory Program (ILRP) Unit.

There are approximately 28,000 irrigated agricultural operations within the Central Valley Water Board’s jurisdiction, on over 6.2 million acres of land. Common to these operations is the use of water to sustain commercial crop production. Depending on irrigation method, water use, geography, geology, climate, and the constituents (e.g., nutrients, pesticides, pathogens) present or used at a site, water discharged from the site may carry these constituents as waste into groundwater or surface waters. The Senior WRCE leads a multi-discipline technical team responsible for permit application reviews, conducting inspections, reviews of discharge reports, response to public inquiries, and recommendations to the Board.

The position is located at 1685 E. Street, Fresno, CA 93706.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Excellent communication skills, both written and verbal.
  • Experience or knowledge of supervising staff.
  • Knowledge of the Water Quality Control Plan for the Sacramento and San Joaquin River Basins and the Water Quality Control Plan for the Tulare Lake Basin.
  • Knowledge of the requirements of the Salt and Nitrate Control Programs [a.k.a, Central Valley Salinity Alternatives for Long-Term Sustainability (CV-SALTS)] and how they can be incorporated into the ILRP Program.
  • Knowledge of or experience with agricultural practices and infrastructure in California (e.g., irrigation, fertigation, ag chem application practices, crop types, and crop distributions).
  • Knowledge or experience with conducting site visits to verify compliance with applicable laws and regulations.
  • Experience working with multi-disciplinary professional staff engaged in environmental regulation.
  • Experience critically reviewing and editing unit staff work products.
  • Experience engaging with stakeholders to solve complicated and contentious issues.
  • Demonstrates leadership and team building skills, implements effective communication strategies, prioritizes and manages multiple projects simultaneously, self-motivated, is dependable and reliable, retains flexibility to adapt to changing circumstances and is highly organized.

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing.
