Job Description and Duties

This is a limited term position for 12 months, but may be extended for an additional 12 months, not to exceed 2 years. This position may become Permanent/FT pending budget approval.

The California Strategic Growth Council (SGC) is a Cabinet-level state organization that coordinates and works collaboratively across state government and with public agencies, communities, and stakeholders to achieve sustainability, equity, economic prosperity, and quality of life for all Californians. SGC programs include Affordable Housing and Sustainable Communities (AHSC), Sustainable Agriculture Lands Conservation (SALC), Transformative Climate Communities (TCC), Community Resilience Centers (CRC), Climate Change Research (CCR), Community Assistance for Climate Equity (CACE), and Health and Equity Program (HEP) – which is part of a multi-agency Health in All Policies (HiAP) Initiative. SGC is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude and sense of humor.

SB 1320 requires the state implement sustained California Climate Change Assessments. To date, the State has conducted four climate change assessments, the latest completed in 2018. As the state moves to implement ambitious climate goals in the face of growing and accelerating climate disasters, continued investment in climate research is needed. The Fifth Climate Change Assessment (Assessment) will invest in applied research to understand California-specific concerns, enabling local governments and private and public sector entities to have the information they need to identify climate-related risks to assets and operations, design climate-resilient infrastructure, and cost-effectively manage climate-related risks. The Governor’s Office of Land Use and Climate Innovation (LCI) is the statutory lead for producing the Assessment, in partnership with the California Natural Resources Agency, California Energy Commission, and California Strategic Growth Council (SGC).

Under the supervision of the Staff Services Manager III, the Associate Governmental Program Analyst (AGPA) will support the Fifth Climate Change Assessment (Assessment) team, with a focus on supporting engagement throughout the Assessment. The position will work closely with the Strategic Engagement Specialist, both integrated with SGC’s Climate Change Research Program team, to leverage the relationships and experience of SGC.As a member of a matrixed team, the Associate Governmental Program Analyst (AGPA) will work on an interagency research-to-policy process, providing leadership and innovative creativity to make the Assessment successful. The AGPA will be involved in engagement processes which will be incorporated into all aspects of the Assessment, including community-driven identification of research gaps and priorities, refinement of priority topics for core technical reports, funding to support engagement through the technical report efforts, and product roll out to ensure that underserved and vulnerable communities are informing research priorities as well as final decision-support tools and products.

    Working Conditions

LCI assists the Governor and the Administration in planning, research, policy development, and legislative analysis. LCI formulates long- range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. LCI’s budget programs include State Planning and Policy Development, Strategic Growth Council, and Racial Equity Commission.       Statement of Qualifications (SOQ)
      Associate Governmental Program Analyst

      A Statement of Qualifications (SOQ) is required and must be submitted with your application. The SOQ is a narrative discussion of how the candidate’s education, training, experience, and skills meet the desirable qualifications and demonstrate the candidate’s ability to perform the job duties listed in this bulletin. The SOQ serves as a documentation of each candidate’s ability to present information clearly and concisely in writing.

      Instructions: When completing the SOQ, you must title the page “Statement of Qualifications” and include your name and the Job Control number on the first page. You must list and provide your answer below each question.
