Job Description and Duties

Under the direction of the Senior Deputy Director of State Planning and Policy the Staff Services Manager II (Council Program Manager) will serve as lead staff to the Integrated Climate and Resiliency Program (ICARP) Technical Advisory Council (Council). ICARP, established through Senate Bill 246, is charged with developing a cohesive and holistic response to the impacts of climate change by coordinating state and local adaptation efforts. Through the enabling legislation, ICARP is centrally focused on efforts that advance climate equity and support integrated climate strategies, or those strategies that benefit both greenhouse gas reductions and adaptation. This position is a member of the ICARP Team, which works to integrate climate change into planning and investment decisions through the development of statewide plans, decision-support tools, actionable climate science, guidance, technical assistance, and grant programs while also advancing racial and social equity within state funding programs and programs related to climate change.

 

The Council Program Manager will manage all ICARP Council activities, including facilitation contracts, the annual appointments process, quarterly meetings, development of the annual ICARP Impact Report, as well as ensuring strategic coordination with the Council across all ICARP programs and projects. The incumbent will ensure Council engagements maintain high standards of professionalism and commit to equitable public engagement practices. The Council Program Manager identifies needs and opportunities for Council engagement to highlight resilience challenges, opportunities, and best practices; solicit Council and public input to shape ICARP programs and projects, or high-priority resilience initiatives of other state agencies; and develop interdisciplinary policy frameworks, guiding principles, or other work products to shape California’s resilience efforts. 

The Council Program Manager leads the ICARP Council and Coordination Team. The team supports ICARP’s role in policy and programmatic alignment across state agencies in support of local implementation needs by providing subject-matter expertise and leveraging relationships with state and local partners to respond to identified challenges and opportunities for resilience in California’s communities. The Council Program Manager leads or represents LCI in several interagency coordination efforts, including convening the Interagency Resilience Work Group, partnering with the California Natural Resources Agency to develop the California Climate Adaptation Strategy and its annual implementation reports, as well as other interagency working groups or review panels, as needed, to ensure integration of ICARP Council priorities and principles into state resilience policy and investments.

Working Conditions

Persons appointed to this position must be reasonably expected to exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without a reasonable accommodation. Involves sitting most of the time but may involve walking or standing for brief periods of time. Occasional/overnight travel up to 15% may be required.

Department Information

The Governor’s Office of Land Use and Climate Innovation (LCI) serves the Governor and his Cabinet as staff for long-range planning and research and constitutes the comprehensive state planning agency. LCI assists the Governor and the Administration in planning, research, policy development, and legislative analysis. LCI formulates long- range state goals and policies to address land use, climate change, population growth and distribution, urban expansion, infrastructure development, groundwater sustainability and drought response, and resource protection. LCI’s budget programs include State Planning and Policy Development, Strategic Growth Council, and Racial Equity Commission. LCI is a fast-paced, creative work environment that requires staff to have strong collaboration skills, an ability to quickly respond to changing policy needs, and a positive attitude and sense of humor. This position is limited term for 12 months but may be extended for an additional 12 months, not to exceed 2 years. This position may become Permanent/FT pending budget approval.

Statement of Qualifications
