The Director of Human Resources serves at the third organizational level; under general direction of the Deputy Director, Statewide Programs. The Director plays a major role in Commission department-wide policy decisions and acts for the Deputy Director in human resource matters. The incumbent is responsible for directing, developing, and administering the department-wide human resource services operations for the Coastal Commission, including, personnel management, labor relations management, workers compensation, and the equal employment opportunity program). The incumbent is also responsible for directing and administering required training and safety programs per CalHR requirements and policies and functions as the Coastal Commission’s Labor Relations Officer. The incumbent also administers the personnel functions of the San Francisco Bay Conservation and Development Commission through an interagency agreement.
The Director exercises full authority for making department-wide decisions and implementing programs to ensure the effective provision of human resource services, training, and safety programs, including: carrying out the most complex and sensitive human resource assignments that have department-wide impact; conducting and reviewing complex and sensitive analytical studies and surveys; developing policies and procedures necessary to the operation of the personnel management, labor relations, equal employment opportunity, and training and safety programs in accordance with applicable state laws, rules and regulations and control agency directives that have department-wide impact; and working with the executive leadership to review all proposed legislation for staffing and human resource impacts.
The incumbent directly supervises a professional staff including Personnel Analysts, a Personnel Supervisor and a Personnel Specialist in provision of services that are central to the Commission’s mission. The Director also serves as the agency representative in dealing with related control agencies, unions, and employee advocate groups.
The Director develops strategies and implements long-range plans to keep pace with the changing priorities and demands made on human resource programs and services, training, and safety programs; administers, develops, and implements standards to improve the functions of the supervised sections and customer services to the entire department and public; coordinates a statewide task force composed of personnel analysts and line program management and analysts to address classification and salary issues department wide and personally handles labor relations issues. The incumbent has authority to sign all human resource documents and speak for the Executive Director, Deputy Executive Director and Deputy Director on human resource and labor relations matters.
The Director serves as the consultant to management on all human resource matters with statewide impact, and as a member of the Senior Management Team, participates in developing goals, objectives, policies, procedures, strategic plans, work standards, and administrative control systems that have department-wide impact.
