Job Description and Duties

Under the general direction of the Commission's Executive Director, the Deputy Director of Program Operations, Research, and Evaluation provides executive-level leadership for a team of multi-disciplinary professionals who collectively work to implement the mission of the Commission for Behavioral Health (CBH) in accordance with Behavioral Health Services Act (BHSA) requirements. This involves overseeing and fostering collaboration across teams that are responsible for operating contract and grant programs that address the needs of individuals living with mental health and/or substance use (i.e., behavioral health) conditions and researching/evaluating the effectiveness of these grant programs, as well as various components related to behavioral health, as mandated in statute or directed by CBH Commissioners. The Deputy Director is also responsible for leading these teams to compile available information from CBH research/evaluation findings and recommendations, and from other reputable sources. This information is used to inform the Commission’s activities, decisions, and policy development. This work requires the Deputy Director to make intentional efforts to engage participation from diverse communities that represent individuals who have lived experience with mental health and/or substance use disorders, their family members, caregivers, and others, incorporating their input/perspectives on all aspects of the Commission's work related to grants and research/evaluation. The Deputy Director’s responsibilities directly and indirectly impact the State of California’s community mental health and substance use disorder policies and programs and the millions of Californians who depend on the system for their health and wellbeing. The Deputy Director advises the Executive Director, Commission, and the Administration on highly sensitive, politically salient, and complex issues related to BHSA policies and programs.

How have you ensured research and evaluation findings are accessible and actionable for policymakers, communities, and stakeholders?

3. Fiscal Oversight & Contracts Administration: Detail your experience managing significant public funds. How have you ensured the effective and equitable allocation of resources through strategic grantmaking and contract design? How have you overseen numerous contracts and grants while ensuring fiscal integrity, legal compliance, and alignment with program goals?

4. Strategic Leadership & Policy Alignment: Provide examples of contributing to an organization's strategic direction through programmatic, policy, and funding advice. How have you aligned program and evaluation strategies with statewide reforms? Describe your experience in strategic planning processes and collaborating with executive team members to ensure consistency and impact.

5. Stakeholder Engagement & Interagency Collaboration: How have you led strategic engagement efforts with community-based organizations, local agencies, providers, researchers, and advocacy groups? Describe your experience representing an organization in interagency workgroups, policy forums, and stakeholder coalitions. How have you cultivated cross-sector partnerships to align initiatives with broader systems of care, including behavioral health, criminal justice, education, and social services?

6. Leadership and Collaboration: How have you demonstrated flexibility, sound judgment, and responsiveness to emerging needs in leadership roles? Provide examples of developing and maintaining effective relationships with community partners, federal, state, and local officials, and subject matter experts. How have you identified and acted on opportunities to integrate initiatives across systems such as behavioral health, criminal justice, education, and primary care?

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Examination Information

CEA examinations are open to all applicants who possess the knowledge and abilities, and any other requirements as described in the examination bulletin. Eligibility to take a CEA examination does not require current permanent status in civil service.

Desirable Qualifications

1. Experience presenting information and responding to inquiries from the Legislature, Executive Branch, and the media.

2. Experience in complying with legislative mandates including developing and reviewing complex regulations that impact a program where there is a considerable amount of public interest.

3. Experience working in the health, mental health, substance use, public health, or a related field.

4. Experience working on complex projects and/or programs that involve partnering with multiple entities with diverse – and often divergent interests - such as federal, state or local governments, community-based organizations, public or private agencies, and advocacy groups.

5. Demonstrated ability to communicate effectively both orally and in writing.

6. Knowledge of Bagley-Keene Open Meetings Act and its processes.

7. Ability to interact in a positive and professional manner and to develop and maintain strong working relationships with the Commissioners, all levels of government including the Legislature, co-workers, advocacy groups, and the public.
