In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of the principles and practices associated with the planning and development of passenger services and strong project management, procurement experience, and contract expertise. The ability to effectively communicate the principles and practices of procurement and service contract administration in order to provide effective support and assistance to staff and management in the management of a wide variety of rolling stock-related contracts and agreements.
Experience and expertise in the management, development and execution of procurement and service contracts, fund management, State contracting laws and policies, and funding and budgeting processes. Possess familiarity with California passenger rail equipment and the operations within the Caltrans passenger rail program, Amtrak, and local joint powers authorities. Strong computer skills.
The ability to work cooperatively and speak knowledgeably with representatives of other Caltrans divisions, other State and Federal governmental agencies, Amtrak, rail equipment manufacturers, Freight railroads, legislative staff, FRA, and individual citizens. The ability to speak effectively before groups and present a good image of the Division and the Department in any situation.
