The State Water Resources Control Board is seeking a Deputy Director to head the Division of Water Rights. Under the general direction of the Chief Deputy Director, the Deputy Director plans, organizes, monitors, coordinates, and directs the work of the Division of Water Rights. The incumbent is responsible for the ongoing development and implementation of various Division programs which include: Bay-Delta planning and water right licensing, permitting, complaints, compliance, hearings, diversion data oversight and management, drought planning and response, establishment of public trust objectives, and enforcement activities. As mandated by the California Water Code, the responsibility spans a number of major efforts including the appropriation of water, determination of water rights, recordation of water extractions and diversions, and the conservation, development, and utilization of state water resources. Significant social or economic ramifications often result from the regulations and enforcement activities instituted by the Division. The incumbent effectively integrates the concerns of the Legislature, local governments, the business sector, the general public, non-governmental organizations, other special interest groups, and the media.
Duties: The incumbent: (1) functions as a member of the Executive Staff and as an advisor to the Executive Director on policy matters; (2) serves as the principal advisor in the formulation, administration, and continuing evaluation of all Water Board responsibilities related to water rights; (3) exercises leadership in the area of creative management and regulatory reform; and (4) integrates the activities of a diverse, multidisciplinary program to attain common goals and develop cooperative working relationships with Board Members, staff, Regional Water Boards, the general public, community-based groups and the regulated community as well as representatives of state, federal and local government.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
