• Demonstrated knowledge of market trends and issues related to IT and/or the health care landscape from an IT perspective.
• Demonstrated experience managing a dynamic and complex IT portfolio of operational responsibilities and projects with a focus on delivery, transparency, and continuous improvement.
• Demonstrated experience and knowledge of the organization of California state government, administration, and large-scale operations.
• Demonstrated experience advising executives on complex/sensitive operational, project, and technology matters.
• Demonstrated knowledge of the laws, rules, regulations, and processes that govern IT for the state.
• Demonstrated knowledge of the principles, practices, and trends of public administration, organization, and management.
• Demonstrated knowledge of state and federal laws, rules, regulations, and processes that govern health care programs.
• Demonstrated experience with managing vendors and contracts to ensure program outcomes are achieved.
• Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and beneficiaries, resulting in strategic alignment and, ultimately, the achievement of business outcomes.
• Demonstrated ability to lead change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies.
