Job Description and Duties

The Department of Financial Protection and Innovation is recruiting for one Permanent, Full-time, Senior Financial Institutions Examiner position within the Division of Corporations and Financial Institutions' Financial Services Office. This position is to be located in the Sacramento, San Francisco, Los Angeles or San Diego office. This recruitment may be used to fill subsequent vacancies of this position within the next 180 days.

Under the general direction of Financial Institutions Manager, the Senior Financial Institutions Examiner performs, plans, coordinates, and assists in the development and maintenance of examination programs under the California Financing Law (CFL) and the California Deferred Deposit Transaction Law (CDDTL)

Working Conditions

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order (EO) N-22-25.

Sacramento Location: The Sacramento office is in the new state-of-the-art May Lee State Office Complex in Sacramento's River District, conveniently located next to Light Rail. On site parking available for a fee.

San Francisco Location: The San Francisco office is located in the heart of the financial district within walking distance to BART and restaurants. Parking available for a fee.

Los Angeles Location: The Los Angeles office is located in the heart of the downtown financial district within walking distance to restaurants, transit, and multiple parking options available for a fee.

San Diego Location: The San Diego office is located in the heart of Mission Valley, within walking distance to many shops and restaurants. Parking options available for a fee.

This position requires some traveling to other office locations and occasional travel to conferences, meetings and training events. Travel is primarily done by driving, but also includes periodic air travel and overnight travel.

Department Information

The Department of Financial Protection and Innovation (DFPI) protects consumers and oversees financial service providers and products. The DFPI supervises the operations of state-licensed financial institutions, including banks, credit unions and money transmitters. Additionally, the DFPI licenses and regulates a variety of financial service providers, including securities brokers and dealers, investment advisers, payday lenders and other consumer finance lenders. The position requires incumbents pass a Background Investigation prior to being hired. The Background Investigation may include Criminal Background, Fingerprinting, and a review of any governmental records. In addition, other available sources of background information may be reviewed prior to appointment.

FINGERPRINT

Title 11, section 703 (d) of the California Code of Regulations requires criminal record checks of all personnel who have access to Criminal Offender Record Information (CORI). Pursuant to this requirement, applicants for this position will be required to submit fingerprints to the Department of Justice and be cleared before hiring. In accordance to DFPI’s (CORI) procedures, clearance shall be maintained while employed in a CORI-designated position. Additionally, the position routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to individuals or to sensitive program matters at all times.

CONFLICT OF INTEREST
This position is subject to Title 10, § 250.30 of the California Code of Regulations, the Department of Financial Protection and Innovation’s Conflict of Interest Regulations, the incumbent is required to submit a Statements of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st and within 30 days of leaving office.

3. Experience in the development/enhancement of working papers, and training manuals
4. Experience in the training of newly-hired and or less experienced examiners and or other staff
5. Experience in the performance of group examinations as the lead examiner-in-charge (EIC) and or in participation in multi-state/joint examinations
6. Experience in the communication orally and in writing of California Financing Law (CFL) technical knowledge inside and outside of the Department
7. Experience in the performance of CFL examinations (ie,PACE) and or other complex examinations
