Job Description and Duties

The Office of Technology and Solutions Integration (OTSI) within the California Health and Human Services Agency (CalHHS) provides technology delivery leadership across Agency through a combination of end-to-end IT project delivery, project delivery consulting support services, governance programs and an Agency center of excellence. As part of this, it supports a portfolio of large, complex health and human services information technology (IT) projects, providing planning, procurement, project management, oversight, and related support services for a multi-billion-dollar portfolio of high-criticality projects, working closely with CalHHS department sponsors and their stakeholders including federal, state and county governments. OTSI coordinates communication, collaboration and decision-making among these groups, with a focus on ensuring the solutions it delivers and/or supports meet the needs of the Californians that we serve. Working through a set of senior Project Directors, vendors, oversight organizations, the California Legislature and others, this Chief Deputy role is the accountable executive for successful large-project delivery. In addition to this tactical responsibility, this role supports the implementation of the CalHHS IT and Data Strategic Plan, partnering closely with other functions within OTSI and leading the associated transformation work.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    Knowledge of:

    1. State of California and Health and Human Service Agency stakeholders’ business needs and their organizational, political, administrative, and fiscal environments to understand potential impacts of issues and parameters of potential solutions.

    2. Organizational Change Management practices associated with driving large-scale organizational transformation.

    3. Executive Leadership practices and techniques for organizing, leading and motivating groups, including matrixed organizations in which the individual must successfully lead despite lacking broad authority.

    4. Best practices in information technology management, including project management; risk assessment and mitigation; facilitation and negotiation; promoting collaboration among diverse stakeholders; managing strategies, tasks, schedules and budgets; state budget/fiscal processes for IT projects; and state and federal control agency requirements for project approval and oversight.

    Ability to:

    1. Integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of technology solution delivery matters.

    2.  Create and implement strategies and activities associated with organizational transformation, continuous improvement and efficiency, particularly as associated with IT Solution Delivery.

    3. Develop cooperative working relationships with representatives of all levels and types (Federal, State, Local) of government, the Legislative and Executive Branches, advocates, and stakeholders; represent the department in meetings with control agencies, external customers, suppliers, and vendors.  Build trust-based relationships with executives to facilitate the completion of shared goals.

    4. Build effective leaders, specifically senior managers, in pursuit of specific business outcomes.

    5. Drive an innovative mindset related to the planning and delivery of technology solutions.

    A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

    Statement of Qualifications (SOQ) Instructions
