Job Description and Duties

Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.


Under the general direction of the Research Scientist Supervisor (RSS) I, Chief of the Evaluation Unit, the Research Scientist (RS) III (Social/Behavioral) will independently plan, organize, and direct evaluation studies to assess tobacco prevention program impacts, particularly among priority populations targeted by the tobacco industry. In this capacity, the RS III will make independent, complex decisions related to study design, implementation, and analysis to inform CTPP interventions. As a lead scientific advisor for CTPP, this position will provide scientific consultation and coordinate evaluation studies with state, federal, and academic institutions. The RS III will assess the effectiveness of media campaigns, community interventions, and tobacco prevention policies for reducing tobacco use, secondhand smoke exposure, and tobacco industry marketing. The RS III will effectively disseminate study findings to public health professionals, researchers, and the public. Limited in-state travel required (10%), including occasional overnight stays.

Working Conditions

Telework Information     

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Supplemental Questionnaire (SQ) will be used to pre-screen applicants for the California Tobacco Prevention Program’s vacant RS III position. The SQ must be no longer than three (3) pages in length, using 12-pt. Arial Font. Applications submitted without the SQ will not be considered for an interview. 

  1.Describe your experience developing evaluation plans for public health programs or policies, implementing the evaluation, analyzing evaluation data, and writing evaluation reports. Include details on how you collaborated with community or research partners on the evaluation.

   2.Describe a specific experience you’ve had disseminating findings from a public health program or policy evaluation study. Include details on writing up your findings for submission to a peer-reviewed journal or for a technical report, presenting your results at a scientific meeting, or disseminating your conclusions to a lay audience.

     3. Describe how you have integrated a health equity lens in evaluating a complex public health program or policy.

4.Explain why you are interested in a position doing tobacco prevention program and policy evaluation and how the position fits into your career goals.
