Job Description and Duties

The Youth Caregiver Bureau has primary responsibility for polices and program development related to the services and supports necessary to meet the well-being needs of children in out-of-home foster care. This includes such services as physical, mental and behavioral health, education, and the recruitment selection, training and support of related and unrelated foster and adoptive caregivers.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The mission of the Transition Age Youth Policy Unit is to provide support for transition age youth in foster care and young adults who were formerly in foster care. The unit oversees Extended Foster Care, Transitional Housing programs, the Chafee Independent Living Program, the Chafee Education and Training Voucher Program, and the National Youth in Transition Database. The unit provides technical assistance to youth and young adults, county child welfare and probation departments, Tribal child welfare agencies, and various stakeholders. The AGPA/SSA will be responsible for researching and preparing detailed analysis of proposed legislative bills in consultation with the office of legislation and other internal partners. Other responsibilities include contracts management, regulations development, and other policy-related activities.

The ability to communicate clearly and concisely both verbally and in writing is essential.  This role requires a candidate who can comfortably and effectively deliver information and communicate ideas to both small and large groups statewide.

General knowledge of the work of the branch, the division and the department, specifically in child welfare.
