Job Description and Duties

Serving under the direction of the Home Care Services Branch Chief (BC), the Staff Services Manager II (SSM II) independently and throughly provides supervision to subordinate staff; is responsible for directing day-to-day operations; and oversees and directs the planning, organizing, and implementation of priorities, strategies, and key initiatives of the Policy and Enforcement Bureau of HCSB including, but not limited to, policy development and implementation; business process analysis and improvement; and evaluation of bureau operations.  DOJ and FBI fingerprint clearance a requirement.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

Community Care Licensing Division promotes the health, safety, and quality of life of each person in community care through the administration of an effective collaborative regulatory enforcement system. The Home Care Services Branch (HCSB) is responsible for licensing Home Care Organizations including processing applications, receiving and responding to complaints and conducting unannounced visits to ensure compliance.   HCSB is also responsible for the Home Care Aide application process and maintenance of the Home Care Aide Registry. California law established the Home Care Services Consumer Protection Act which requires Home Care Organizations to be licensed and creates a public on-line registry for Home Care Aides who have been background checked. This law is intended to promote consumer protection for elderly and disabled individuals who hire private aides to come into their homes and provide assistance with activities of daily living.

The SSM II must be able to objectively manage complex operations and issues, analyze and execute timely reporting to executive leadership of information, resolution to problems and/or complaints, and foster collaborative relationships with all partners. 
  • Ability to exercise initiative, good judgment, honesty, and make timely decisions while maintaining positive and trusting working relationships.
  • Ability to plan, organize, communicate, and adapt to changing assignments and priorities, and work effectively under pressure to meet deadlines.
  • Experience working in a team environment, as a coach, mentor, and in a leadership capacity; and leading teams through organizational change.
  • Ability to work independently, think logically and creatively; apply a range of analytical and research tools, identify gaps and opportunities for improvement, make sound recommendations.
  • Experience with data informed decision making and data validation. Working knowledge of data management, developing methodologies and identifying key metrics, and applying data outcomes to business processes and performance management.
  • Experience leading large meetings and using strong verbal and written communication skills to present information to all levels of stakeholders including executive leadership, management and staff, and community partners, to prepare and present written recommendations, and to report production data, project information, and or projections as needed.
  • Strong organization skills and proficiency with simplifying complex matters; working knowledge of and experience in process improvement and project management (Continuous Quality Improvement, Lean, Six Sigma, and Agile).
  • Strong written skills and experience with composing Legislative and executive reports and inquiries. Experience with regulation development including promulgation process and public engagement.
