Job Description and Duties

 

The California Department of Education’s (CDE) School Fiscal Services Division (SFSD) is responsible for apportioning over $98 billion of 68 state and federal program funds to California’s transitional kindergarten/kindergarten through grade twelve (TK/K–12) local educational agencies (LEAs), which include school districts, county offices of education, and charter schools. The Division Director of the School Fiscal Services Division (SFSD) ensures the fiscal accountability of local educational agencies (LEAs), including working with representatives of education organizations, the Department of Finance and the Legislature to develop appropriate strategies and positions; monitor and ensure the financial solvency of county offices of education; advise and  assist school district administrators in accounting, budgeting, and reporting and in issues of fiscal accountability and management practices; assist and support county offices of education in their fiscal oversight responsibilities for school districts; assist in restoring bankrupt school districts to fiscal health and repayment of state loans.

 

The Division Director also provides direction on the enhancement and maintenance of the standardized account code structure; the collection of financial information from school districts, charter schools, and county offices of education; and the continual evaluation and improvement of data collection systems to ensure consistent, accurate, and timely information is made available and accessible to parents and to state and local decision makers. The SFSD guides staff in carrying out the Department’s responsibilities as the cognizant agency for establishing LEA indirect cost rates and in the provision of guidance on federal cost principles.

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

Knowledge of the organization and functions of the CDE, the organization of state government and the legislative process, the structure, funding, and operation of the TK/K–12 public education system in California, sound business and management concepts and principles; experience managing people of diverse backgrounds and technical knowledge. 

Ability to plan, organize, and direct the work of multi-disciplinary professional and administrative teams; analyze and formulate administrative policies, procedures, and practices; develop cooperative working relationships with representatives of all levels of government and local school agencies; communicate effectively with people outside the immediate working environment; have the confidence and support of the top level administrators and advise them on a wide range of administrative matters.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  1. Experience at the administrative level providing leadership in the areas of apportioning State and Federal funds, and technical assistance in fiscal matters.
  2. Experience at the administrative level developing and implementing educational policies.
  3. Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of an educational program.
  4. Experience at the administrative level in developing and implementing broad-range educational programs including strategic planning, performance measurement, benchmarking, and organizational development.
  5. Experience at the administrative level collaborating with a variety of internal and/or external groups on educational issues of a high profile and/or politically sensitive nature.

Examination Information

The examination process will consist of an application, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the “Desirable Qualifications” listed above, and will also serve as documentation of each candidate’s ability to present information clearly and concisely in writing since this is a critical factor to successful job performance. The Statement of Qualifications will be the only basis for your final score and rank on the eligible list.

Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.
