Job Description and Duties

The Office of Law Enforcement Support (OLES) is seeking a new Chief. This is a rare career opportunity for proven and effective law enforcement leaders, especially those with experience in the complex space of internal affairs and oversight. 

The Chief is a sworn peace officer who reports directly to the OLES Director and is based in Sacramento.

Under the general direction of the Undersecretary of the California Health and Human Services Agency (CalHHS) and in accordance with Welfare and Institutions Code Sections 4023.6-8, the Chief of the Office of Law Enforcement Support (OLES) analyzes and coordinates statewide public safety and law enforcement operations for the OLES under the jurisdiction of CalHHS. The Chief manages and directs the law enforcement activities of the OLES pertaining to investigations of employee misconduct, as well as oversight and monitoring of employee misconduct investigations handled by the Offices of Protective Services within the Department of State Hospitals (DSH) and the Department of Developmental Services (DDS). The Chief is responsible for the production of a Semi-Annual Report detailing the status of all investigations statewide, identifying trends, and directing recommendations for policy and procedural changes to the Governor and the Legislature. The Chief is responsible for assessing the training systems of DSH and DDS to ensure best practices for the safety and well-being of staff, patients, and residents.

Department Information

The California Health and Human Services Agency (CalHHS) oversees twelve departments and five offices that provide a range of health care services, social services, mental health services, alcohol and drug services, income assistance, and public health services to Californians from all walks of life. Special Requirements

The Statement of Qualifications (SOQ) is a narrative of how your education, training, experience, and skills meet the essential and desirable qualifications and qualify you for the position. The SOQ must be typed, no more than two (2) pages in length, with one-inch margins, and have a font size of no smaller than Arial 11.

1. Describe your law enforcement work experience and certifications. Specifically include your present and previous ranks as well as your supervisory, management, and leadership experience. Include a description of relevant leadership and/or technical training you have completed.

2. Describe your experience conducting, supervising, and/or managing criminal and administrative investigations involving allegations of peace officer misconduct.

3. List the California POST Certificates you have earned or will be eligible to obtain within the next two years.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Essential Qualifications

  • At least 10 years of progressively responsible sworn law enforcement experience in a state or local law enforcement agency, including at least three (3) years of sworn first-level supervisory experience. Supervisory experience is typically considered the rank of Sergeant, Supervising Special Investigator I, or a similar classification.
  • Must possess a valid California POST Basic Certificate and Supervisory Certificate. Out-of-state candidates must be able to obtain a California POST Basic Certificate within 12 months of appointment and a POST Supervisory Certificate within 24 months of appointment.
  • Must meet California POST certification and suitability requirements, including eligibility to work as a sworn peace officer, satisfactory completion of a POST background investigation, and medical/psychological screening.

Desirable Qualifications

  • Three years of sworn management experience in a state or local law enforcement agency. Management experience is typically considered second level or higher leadership at the rank of Lieutenant, Supervising Special Investigator II, or a similar classification.
  • Demonstrated experience managing criminal investigations, internal affairs/administrative investigations, and/or a police oversight program.
  • Experience conducting, reviewing, determining findings, and resolving police internal affairs matters involving use of force and other serious misconduct allegations; experience recommending and implementing employee discipline; and experience with and knowledge of the California Public Safety Officers Procedural Bill of Rights Act (POBR).
  • Prior work experience in a detention, correctional, institutional, mental health, or healthcare environment.
  • Completion of a bachelor’s degree from an accredited college or university in a related field, and/or an advanced law enforcement leadership curriculum presented by California POST, or other recognized institution, such as Supervisory Leadership Institute, Law Enforcement Command College, FBI National Academy, or a similar program. Possession of a graduate degree is highly desirable.

Examination Information

The examination will consist of a State of Qualifications screening process. A departmental evaluation panel will review and score the Statement of Qualifications based on the Essential and Desirable Qualifications for the position, and the competitive nature of each candidate's relevant knowledge, skills, and experience.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
