Job Description and Duties

The Office of Data & Innovation (ODI) is seeking a Chief People and Culture Officer who will lead the strategic direction and execution of a range of HR matters.

 

What you'll do:

  • Oversee the strategy and processes for attracting, developing, and retaining top talent.
  • Serve as a trusted advisor to leadership, managers, and employees on a wide range of HR matters.
  • Develop and implement initiatives to increase equality, diversity, and promote a culture of inclusion within the workplace.
  • Ensure the department adheres to all relevant labor laws, regulations, and policies set forth by CalHR, SPB, and SCO.

The employee’s workstation is located in Sacramento, CA. Travel may be required as needed to attend meetings, conferences, and/or training classes. This position provides telework opportunities in accordance with agency telework policies.

Working Conditions

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. This is subject to change based on operational needs.

 

The salary ranges listed do not include the 3% General Salary Increase effective July 1, 2025.

  1. Describe your experience in leading the alignment of people and culture strategy with overall strategic goals.  Please provide a specific example and the positive outcome.
  2. Describe your experience in leading the build-out or significant overhaul of an HR function, including navigating complex processes and implementing core HR systems.
  3. How do you develop and implement comprehensive strategies for building and nurturing a high-performance workforce in a competitive market?  Provide a specific example of how you’ve been able to hire and retain staff.
  4. Please provide an example of how you have used people analytics or data to influence executive decisions related to workforce planning or engagement. Clearly state the insights you provided and the resulting strategic impact.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Proven experience in developing and implementing comprehensive HR strategies.
  • Strong background in talent acquisition, workforce strategy, classification and pay, performance management, transactions, exams, position control, and labor relations.
  • In-depth knowledge of California labor laws, regulations, and policies (CalHR, SPB, SCO).
  • Experience in HR consultation, policy development, and compliance auditing.
  • Proficiency in managing HR operations and programs.
  • Expertise in fostering a culture of equality, diversity, and inclusion.
  • Ability to effectively represent the department in interactions with external stakeholders and collaborate internally.
  • Capable of providing training and mentorship to ensure compliance and skill development within the HR team.
  • Experience utilizing Microsoft Office Suite, Adobe Creative Cloud, Lucid, Coda, Airtable, Asana, BreezyHR, Tempo timekeeping, ECOS, and Management Information Retrieval System (MIRS).
