Job Description and Duties

This position functions as the Assistant Program Budget Manager (APBM) who manages the Fiscal Systems and Consulting Unit (FSCU). This position is responsible for supervising staff to maintain and update various statewide fiscal manuals that provide uniform and consistent coding structure, fiscal policies, and procedures for all state departments; providing fiscal and accounting consultation and advice to departments; providing assistance to departments in solving accounting problems of varying levels of complexity or difficulty; making recommendations regarding certain departmental requests that require FSCU approval; providing training to departmental fiscal personnel; analyzing proposed changes to generally accepted accounting principles (GAAP) by the Governmental Accounting Standards Board (GASB), and implementing new GASB standards; administering statewide cost allocation and reviewing indirect cost rate proposals and other state/federal programs administered by FSCU.

The APBM handles all Partner Advisory Group and book of record functionality migration Executive Steering Committee responsibilities and interactions with FI$Cal and the State Controller’s Office regarding accounting functionality. The APBM also oversees Finance staff, who provide subject matter expertise to the Department of FI$Cal and assist staff in other state departments in increasing their knowledge of the FI$Cal system.

Special Requirements

This position is located in Sacramento.

Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of two days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion. Implementation of Executive Order N-22-25 requiring four in-office workdays has been postponed until July 1, 2026, but may be subject to change.

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

1. Knowledge of: the organization and functions of California state government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; and, the Department’s Equal Employment Opportunity (EEO) Program objectives and the manager’s role in the EEO Program, and the processes available to meet EEO.

2. CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Extensive knowledge of California state and governmental accounting policies, processes, and requirements, as well as broad administrative and management level experience with the Financial Information System for California (FI$Cal) and other financial systems.

• Demonstrated ability to apply broad management capabilities, which include technical and management level experience in the state’s accounting, budgeting, and legislative processes.

• Ability to represent the Department of Finance by collaborating effectively with strong negotiating, writing and verbal communication skills, establishing and preserving confident, credible, and cooperative relationships with the highest level of the Administration, the Legislature, and local and federal government.

• Demonstrated ability to perform high-level administrative and policy influencing functions effectively. This includes the demonstrated ability to work effectively under intense pressure, exercise sound judgment and the capacity to make high-level decisions in a fast-paced and changing environment.

• Demonstrated ability to apply new ways of thinking, solve problems, and develop new approaches to achieve the Department's mission.

• Strong leadership and management team experience demonstrating an ability to set goals and expectations; encourage growth and initiative at all levels; manage staff within a multi-disciplinary organization by coaching and mentoring employees to create a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance.

• Knowledge of principles and practices of organization, fiscal, and human resources management, and the Department of Finance's EEO Program objectives.

• Demonstrated ability and commitment to creating and fostering an environment that consistently emphasizes the Department of Finance’s core values.

Examination Information

The result of this examination will be used to fill the CEA Level B, Assistant Program Budget Manager (APBM), Fiscal Systems and Consulting Unit (FSCU) position with the California Department of Finance for a period of up to 12 months. Hiring interviews for the position will be conducted with only the most qualified candidates. The list will be superseded upon the administration of a new CEA examination for the same level. Additionally, the examination may be reopened to supplement the number of qualified competitors.

If you meet the requirements stated in this announcement, you may take this competitive examination. Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
