Job Description and Duties

Under the administrative direction of the Deputy Director of Public and External Affairs, the Assistant Deputy Director - Delete Act provides program oversight for the implementation of the Delete Act and serves as the primary advisor to the executive team on all Delete Act related matters. This role is responsible for the program design, operation, compliance, enforcement coordination, stakeholder engagement and outreach. The position oversees the opt out platform ensuring all system components comply with legal requirements and meet user experience standards. It also leads the development of communication strategies and supervises staff assignments to support effective program delivery.

Telework:
Telework is available for this position; however, changes to the telework program are at the Agency’s discretion. Remote-centered employees may be required to report in person to one of the agency's multiple reporting locations, as determined by management, and may be required to utilize a shared workspace or “hotel” when working in the office.

Conflict of Interest:
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

A. Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management; the manager’s role in labor relations; the manager’s responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.

B. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • At least 5 years of experience managing or leading complex programs, projects, or initiatives involving legal, technical, and/or regulatory elements.
  • Experience working collaboratively across teams and with external stakeholders, including but not limited to: Information Technology (IT), legal, enforcement, and executive leadership.
  • Strong strategic thinking and problem-solving skills, including the ability to anticipate challenges and develop actionable solutions.
  • Experience managing consumer-facing products across their lifecycle—from ideation to launch and iteration.
  • Strong knowledge of User Experience/User Interface (UX/U) best practices and experience conducting user research, usability testing, and leveraging user feedback.
  • Experience writing reports for boards and making public presentations for stakeholders, including the Legislature, public, and boards.
  • Excellent written and verbal communication skills, including the ability to translate complex information for diverse audiences such as technical staff, businesses, and the general public.
  • Strong leadership and management skills.
  • Comfortable working in a hybrid environment.
  • Knowledge of privacy laws or consumer protection policy (strongly preferred).
