The Energy Division is seeking a Public Utilities Regulatory Analyst V (PURA V) interested in supporting the Commission’s mission to oversee cost-effective nuclear power procurement, extension, eventual decommissioning in a way that does not place undue burdens on ratepayers, and other work related to SB 846 (Dodd, 2022), which allows for the extension of Pacific Gas and Electric's Diablo Canyon Nuclear Power Plant through at least 2030. Energy Division's Electric Costs and Accountability section advises Commission decision-makers on a variety of topics pertaining to Commission-regulated electric utilities in order to ensure safe and reliable service at just and reasonable rates. Section topics for review include utility organization (e.g., sale of assets), ratemaking, cost recovery for cost of service, utility cost of capital and capital structure, utility plans for cost-effective wildfire mitigation, and procurement costs.

Under general direction of the Program and Project Supervisor, working for the CPUC's Electric Costs and Accountability section, the incumbent will be part of a team of energy professionals and will research, review, analyze, and act as project lead on electric cost recovery and ratemaking topics related to nuclear power procurement, extension, and eventual decommissioning. The incumbent will conduct the most complex electric ratemaking analyses for decision-makers and Energy Division management and may act as lead when a project includes work done in conjunction with other analysts or engineers.

The incumbent may lead or direct work regarding review, research, analysis, and preparation of presentations, reports, resolutions, data requests, legislative bill analyses, letters, and other written and/or oral work products.

The incumbent will hold workshops as necessary and also prepare briefing materials and give briefings along with recommendations for Commission action to division management and decision-makers. The incumbent may need to travel, mostly to other CPUC offices (5% of the time or less).

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week.
