Job Description and Duties

The Associate Governmental Program Analyst (AGPA)/Staff Services Analyst (SSA) in the Funding and Eligibility Unit within the Resource Family and Eligibility Bureau is required to develop and write regulations, policies, procedures, controlled correspondence, bill analysis and formal communications independently and in collaboration with other internal/external stakeholders related to the monitoring and compliance of Title IV-E regulations. The AGPA / SSA is required to work individually and/or as part of a team to support the Family Permanency and Support Services Branch. Additionally, the AGPA / SSA will be required to conduct on-site reviews of county child welfare programs, as well as provide ongoing consultation to counties and providers regarding clarification of applicable laws, regulations and policies. * Some travel is required.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance to the State Capitol, parks, restaurants, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80. 

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. The successful candidate must reside in California upon appointment.

The Funding and Eligibility Unit is responsible for the development and interpretation of foster care policies and regulations necessary to support eligibility standards for the Aid to Families with Dependent Children-Foster Care (AFDC-FC) program. The unit is responsible for the development and monitoring of eligibility standards for the AFDC-FC program; and policy consultation and technical assistance to county staff, other departments, the Legislature and court personnel. The unit also prepares and administers the federally mandated Social Security Act Title IV-E State Plan and is accountable for performing Title IV-E reviews in coordination with the Administration for Children and Families (ACF). Additionally, the Unit coordinates, monitors, and supports programs that utilize Title IV-E funds and other funds to achieve desired program outcomes.
