About this Role:

DHCS is seeking an experienced candidate with experience leading health care clinical quality and health equity improvement activities to fill the role of Chief, Quality and Health Equity Division (QHED), Quality and Population Health Management (QPHM).

The Chief, QHED, leads the Department's health care clinical quality and health equity initiatives, evaluations, assurance, and improvement efforts.


The Chief, QHED, is responsible for the development and implementation of policies and processes as they relate to clinical quality and health equity improvement and assurance (compliance/monitoring) activities. Activities include providing federally required oversight, from a clinical quality and health equity perspective, across DHCS’s health care delivery systems and programs such as managed care, behavioral health, fee-for-service, and others. The Chief, QHED, also plays a key leadership role in designing, implementing, and monitoring Value-Based Payment programs, which are designed to reward health care providers for the quality of care they deliver, for the state’s Medi-Cal program.


The Chief, QHED, provides policy and fiscal-related recommendations to the Deputy Director (DD) and Chief Quality and Medical Officer (CQMO), QPHM, and collaborates with internal partners and external stakeholders such as the California Health and Human Services Agency and the federal Centers for Medicare and Medicaid Services.


The Chief, QHED, works under the general direction of the DD/CQMO, QPHM, and is a member of DHCS Executive Staff.


This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(1) Knowledge of the organization and functions of California State Government, including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the Department’s Equal Employment Opportunity Program (EEO) objectives; and a manager’s role in the EEO.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


• Possession of a medical license is desired but not required.

• Demonstrated ability to lead high-level administrative, management, policy development, and implementation activities.

• Demonstrated ability to communicate effectively and lead health equity coordination with efforts with other areas within the organization and with external partners such as counties and other state entities as well as stakeholders.

• Demonstrated ability to lead the policy development, implementation, monitoring, and evaluation activities related to population health management across health care, dental, mental health, substance use, home and community-based service, and social service programs.

• Demonstrated knowledge of training and/or certification in quality improvement methodologies, including but not limited to Lean and Six-Sigma.

• Demonstrated ability to provide solutions to improve health outcomes and equity for the populations while reducing costs.

• Demonstrated knowledge of administrative functions, including but not limited to budgets, contracts, and procurement.

• Demonstrated ability to lead change and transformation efforts within and outside the organization, utilizing excellent communication and change management strategies.

• Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and beneficiaries, resulting in strategic alignment and, ultimately, the achievement of business outcomes.

Examination Information

The examination process will consist of Supplemental Application Items/questions, as outlined below. Applicants must respond to all five supplemental application items for this examination. These supplemental items are designed to identify job achievement in specific areas that demonstrate the ability to perform at the CEA B level successfully. Responses to the five supplemental application items will be assessed based on pre-determined job-related rating criteria. In appraising the relative qualifications of candidates, consideration will be given to the extent and type of pertinent experience and education over and above that required under the minimum qualifications.

3. Describe your experience implementing change management strategies and workload management systems. Please highlight examples where you had to create strategies and systems for health care programs and describe the internal and external communication strategies used.

4. Describe your experience in designing, implementing, and monitoring Value-Based Payment Programs or other complex programs for health care providers.

Provide specific examples of how you created policies and practices that fostered a sense of belonging for employees and addressed inequities in the workplace and in health care programs.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

Telework Information

This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. This position may be eligible for telework up to five days a week, contingent on operational business needs. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

The selected candidate will be assigned to an available DHCS office closest to their residence prior to their start date. The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
