Job Description and Duties

What will you do?

Under general direction from the Deputy State Auditor, the Fraud Investigator III plans, develops, and directs investigative functions within the Investigations Division. Initially, the incumbent will supervise all functions of the Intake and Predication Unit, but this position will be subject to rotation with other Fraud Investigator IIIs who supervise other aspects of the investigative process. The incumbent may supervise a team comprised of Special Investigators, Fraud Investigators, or a combination of both, as well as administrative support. When managing the Intake and Predication Unit, duties typically include supervising the initial review of whistleblower complaints and predication activities, determining whether complaints should advance in the investigative process within the division’s established performance metrics, performing research, identifying criteria and evidence, developing predication plans, and assuming responsibility for all intake and predication efforts. In addition, the Fraud Investigator III assists with developing and administering policies and procedures, selecting staff, assigning case priorities, developing investigative plans, completing performance appraisals of staff members, and performing other activities to support the office.  Specifically, you will:

  • Supervise and provide instruction to staff conducting intake and predication work or investigative work, including reviewing evidence, assisting with hotline calls, approving acknowledgement letters, planning workloads according to staff knowledge and availability, establishing timelines, and providing needed authorizations to ensure efficient completion of work activities.
  • Direct, prioritize, and take responsibility for the team’s work to ensure that investigative activities are completed effectively and within the division’s established performance metrics.
  • Review staff recommendations to ensure they are reasonable and sufficient.
  • Conduct quality control reviews of work products to ensure the information is accurate and clear, edit as necessary.
  • Maintain clear organized records of investigative activities in both a project management program and a case management system.
  • Monitor performance of team members against established division metrics and case expectations, completing performance evaluations in a timely manner.

      Working Conditions

      • This position is eligible for participation in the office’s hybrid telework program. Work at the alternate work location must be conducted in California in a space that is ergonomically sound, private, distraction-free, and has safe working conditions to be eligible to telework.
      • Work performed in the office is in an air-conditioned high-rise building with elevator access and both natural and artificial lighting.
      • Work may require sitting for an extended period of time using a personal computer and the use of standard office equipment, such as phones, copiers or scanners.
      • Work may require periodic non-standard work hours and work during weekends to meet workload needs and demands.
