Job Description and Duties

As a member of the Executive Team, the Technology Services Division (TSD) Deputy Director serves as the DCSS Chief Information Officer (CIO); participates in program planning; policy formulation, evaluation, and implementation; organizational coordination and control; and fiscal and personnel management. The CIO ensures the department’s information technology (IT) systems remain in compliance with federal and state statutory and regulatory requirements, including the data contained within those systems adheres to federal and state security requirements; oversees all efforts related to management of the department’s core IT system, the Child Support Enforcement System (CSE), a federally-required statewide system that supports the California Child Support Program.

Working Conditions

DCSS is a diverse, family-friendly organization. The headquarters office is located in Rancho Cordova convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of standard office workspace, within a 2-story building, and may require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings. The position requires occasional travel to off-site meeting locations, conferences, or training. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments timely.

This position is eligible for a hybrid work schedule and requires employees work two days each week onsite at the headquarters office in Rancho Cordova, CA, however changes to the hybrid/telework program are at the department's discretion. Some DCSS positions utilize a shared workspace or "hoteling" when working in the office. All employees may be required to report in person to the Rancho Cordova headquarters and/or offsite events or locations, as determined by management. Minimum Qualifications

General Qualifications

State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

Knowledge and Abilities

Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

(a) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department's or agency's equal employment opportunity objectives; and a manager's role in the equal employment opportunity program.

These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience leading core information technology services and functions, including information security, cloud services, infrastructure, data management and analytics, client services, procurement, application development and testing, vendor management, and business continuity and disaster recovery.

  • Demonstrated experience leading teams to collaboratively develop and successfully implement innovative technology initiatives and improvements in support of an organization’s mission and strategic priorities.

  • Proven track record of gaining the trust, confidence, and support of top-level executives and stakeholders, with ability to distill complex and technical topics into insights and recommendations that are understandable to non-technical audiences.

  • Proven track record of fostering a positive organizational culture and prioritizing staff development with demonstrated ability to mentor and develop talent at all levels, promoting a collaborative, inclusive, and accountable work environment.

  • Skilled in project management and change management, with extensive experience delivering large-scale IT projects on time and within budget.

  • Proven ability to develop and implement IT strategies that align with organizational goals, coupled with strong analytical and problem-solving skills to address complex IT challenges, and a thorough understanding of relevant laws, regulations, and policies affecting IT operations.

Examination Information

The examination process will consist of a review of each candidate's Statement of Qualifications (weighted 100%).  A departmental evaluation panel will screen Statements of Qualifications based on the identified minimum qualifications, the desirable qualifications for the position, and the competitive nature of each candidate’s relevant knowledge, skills, and experience. The results of this examination may be used to fill subsequent vacancies for the position for a twelve-month period.

The Statement of Qualifications should provide a narrative of your experience relevant to each desirable qualification listed in the Desirable Qualifications section of this announcement. Examples should be provided to justify the experience described.

The Statement of Qualifications shall be no more than 2 pages in total length, no smaller than 12-point font, with margins no smaller than 1 inch. Failure to adhere to these parameters may disqualify the candidate from the examination process.

Possession of the Examination Qualifications requirements does not assure a place on the eligible list. Your performance in the examination will be compared with the performance of others who take this examination, and all successful candidates will be ranked according to their scores.

A minimum rating of 70% must be attained in the Examination to obtain list eligibility for this position. All candidates will receive written notification of their examination results.

The results of this examination will only be used to fill this position. Applications will be retained for twelve months.
