Job Description and Duties

This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.

Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.


This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by partnering with education and health organizations at the state and local level to support the health, safety, and well-being of the 7.5 million students, staff, and communities across California’s 10,000 TK–12
th grade schools. The Office of School Health (OSH) develops and disseminates scientific guidance and policies, supports school-based health centers, and facilitates collaboration between state and local education and health officials.

 

The Research Scientist II (RS II), acting as the School Health Data Surveillance and Evaluation Researcher, works under the general supervision and direction of the Health Program Manager II (HPM II) and in collaboration with other OSH staff and internal and external interest holders. The RS II will plan, organize, and carry out equity-centered mixed-methods research to create products and tools that support identification and prioritization of the needs of students, schools, and school-linked partners for the purposes of planning for implementation of population-based prevention programs provided in the classroom and schoolwide. The RS II will support the design, development, and implementation of social and behavioral research, evaluation, and surveillance focused on youth health in school settings. The RS II will use social and behavioral health research methods to evaluate data sources, develop research indicators and tools, conduct ongoing surveillance, conduct analyses, and develop written materials for dissemination to diverse audiences. The RS II will use data management and data visualization techniques to create and update online data sharing tools (e.g., dashboards) and facilitate their effective use through creation and implementation of technical assistance and other tools/resources. The RS II is required to work effectively with multiple multi-disciplinary professionals and lay organizations and individuals.

Working Conditions

Telework Information     

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

  • Experience conducting research or surveillance of behavioral health, school-age youth or other public health factors.
  • Experience evaluating programs focused on behavioral health, school-age youth, or other public health factors.
  • Experience conducting, summarizing, and interpreting statistical analysis in SAS or using other statistical software.
  • Experience with development of resources/materials intended to disseminate and translate data/research findings (e.g. reports, presentations, fact sheets, data visualization, dashboards).
  • Demonstrate experience interacting effectively and achieving results with internal team members and external partners.
  • Knowledge or experience in using GIS to map and visualize health information.
