Job Description and Duties

Join Our Dynamic Team in Organizational Change Management! Are you passionate about driving successful change, supporting system modernization, and improving how programs serve the public? The Community Care Licensing Division’s (CCLD) Organizational Change Management (OCM) Unit is seeking motivated leaders to oversee and advance our training operations, helping transform how we do business.

As a key leader within the OCM team, you will:
• Lead Change Initiatives: Oversee the OCM Training Unit’s operations, developing and executing strategic training plans for major projects like the Facility Management System (FMS). Apply the CDSS OCM framework to ensure training and stakeholder engagement align with Department project management standards, enabling smooth adoption of new systems and workflows.
• Manage and Develop Teams: Assign and review work of subordinate analysts, ensuring timely creation of training materials, coordination of logistics, and delivery of user support. Monitor resource allocation to meet evolving training needs across multiple initiatives.
• Approve and Refine Training Strategies: Oversee training plans, readiness assessments, communication strategies, and user adoption metrics. Collaborate closely with the Information Systems Division (ISD) and vendors to align technical cutover activities with business readiness.
• Facilitate Collaboration: Serve as a key liaison with program staff, regional offices, ISD, and contractors to support all phases of system development, deployment, and post-implementation. Represent OCM interests in governance and project workgroups to ensure cross-functional alignment.
• Contribute to Strategic Planning: Provide subject matter expertise on business transformation, change management, and training during divisional planning efforts. Report progress, risks, and mitigation strategies to executive leadership.
• Support Division-wide Efforts: Perform other duties as required to drive successful modernization projects that improve services for Californians. What We Offer:

Working Conditions

This position may be eligible for a hybrid Telework schedule for eligible applicants residing in California. A hybrid Telework schedule includes working remotely and physically reporting to the office. This position may be located in any of the following offices within CCLD: Chico, El Segundo, Fresno, Santa Barbara, Monterey Park, Sacramento, Oakland, Riverside, Santa Rosa, San Bruno, San Jose, San Diego, or Woodland Hills.

• In Office refers to all working days.
• Hybrid refers to some working days in office and other days Telework eligible.
• Telework refers to all working days at approved alternate work location.

This position is eligible for hybrid work in accordance with the Governor’s Executive Order N-22-25 and at the sole discretion of the Department of Social Services under California Government Code Section 14200. All telework schedules are subject to change and may be re-evaluated at any time.  The incumbent will be expected to report for in office work and attend work related in-person events as deemed operationally necessary. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the CDSS policies. Headquarter location may be designated on the selected candidate's primary residence location, and/or the closest CDSS location in accordance with operational need and available space. We lead strategic change efforts—focusing on training, communication, and stakeholder engagement—to ensure staff are informed, prepared, and ready to adopt new tools like the Facility Management System (FMS). Through collaboration and thoughtful planning, we help CCLD deliver better services to California’s most vulnerable populations.

• Proven experience managing teams and overseeing operations within organizational change management, training, or related functions.
• Strong leadership skills with the ability to assign, review, and guide the work of subordinate staff to meet project goals and deadlines.
• In-depth knowledge of change management frameworks and methodologies, preferably within a public sector or government environment.
• Experience developing and executing strategic training plans aligned with major IT or business transformation initiatives.
• Demonstrated ability to collaborate effectively with cross-functional teams, including program staff, technical experts, vendors, and executive leadership.
• Excellent communication skills, both written and verbal, with experience presenting complex information clearly to diverse audiences.
• Strong project management skills, including resource allocation, milestone tracking, and risk mitigation.
• Familiarity with learning management systems (LMS), training logistics, and evaluation tools such as Excel and Power BI.
• Ability to analyze data and metrics related to user adoption, training effectiveness, and organizational readiness.
• Commitment to fostering an inclusive, collaborative, and mission-driven team environment.
• Bachelor’s degree in Business Administration, Public Administration, Information Technology, or a related field preferred.
