Job Description and Duties

The HPS II serves as a highly skilled technical program consultant on complex and sensitive issues, with responsibility for informing and supporting the development of broad, cross-departmental policy initiatives that carry both immediate and long-term impact on California’s behavioral health system. The position requires subject matter expertise and judgment critical to advancing the Commission’s core mission. Under the general direction of Staff Services Manager II, the HPS II has primary responsibility for supporting the operations of the Behavioral Health Services Oversight and Accountability Commission’s (BHSOAC) Legislation and External Affairs programs including, but not limited to, commission meetings, legislative tracking and analysis, contract management, the Innovation Partnership Fund, committee organization, and external affairs. The HPS II will be responsible for a variety of tasks that support the external relationships of the Commission, coordinating the release of information between our external partners and relevant programs. The incumbent will be assigned a program area of focus such as Youth Programs, Prevention and Early Intervention, or Crisis Management and will be responsible for the coordination of information between associated staff and Commissioners. The HPS II will also lead in the facilitation of the Legislative and External Affairs Committee as assigned. The HPS II maintains current knowledge and information about a wide variety of issues, topics, current events, etc., which impact or relate to the Commission's functions or policies. The HPS II will contribute to the evaluation of behavioral health initiatives, support the identification of new programmatic opportunities, and assist in developing strategic policy approaches with long-term impact on statewide behavioral health systems.
